Consumer Complaint: I Have banked with Paypal for seven years recently suffered some financial situations Where I lost my wallet and phone and unauthorized charges were made which overdrew my PayPal account and placed limitations Despite having nothing to do with these payments I paid PayPal through the debt collection XXXX to lift the limitations on my account they received said payments and said that they lifted my limitations and that I could continue using PayPal how I always have on top I provided identification and have all necessary Accounts and credentials to verify identity recently received my pandemic unemployment assistance direct deposit to my PayPal they approved said deposit and gave me a balance of XXXX Which Is under my name and further proves authenticity and verifies its self I paid all my dues prove my identity and they said there are no security issues hindering my account but they wont let me buy send or transfer nor withdraw my money saying it is a security issue They have no call centers open due to COVID-19 very Unhelpful and unprofessional customer service and can not give me a specific reason as to why I can not take out my money. They insist on putting holds on any transaction To be sure that there is enough balance to cover knowing well that there is because they are the ones who accepted the direct deposit in the first place I cant pay my bills they do not want to override holds knowing that funds are present and insist on treating me as if I were a criminal Putting limitations where there should be none as I stated I verified identity and paid my dues yet I can not access my account features nor withdraw my money

Consumer Complaint: Re : paypal.meXXXX email : XXXX XXXX On XX/XX/2020, I attempted to purchase a XXXX XXXX XXXX XXXX XXXX, for my son from a company I found on-line. I had been looking for the XXXX set for some time and it was sold out every where. I immediately placed my order without vetting the webpage. I can not recall the name of the initial company from which I placed the order and normally I would have immediately received an email confirmation. In this case, I did not. On XX/XX/2020, I received an email from XXXX XXXX, which was definitely NOT the initial company that took my order ( See attached ). The order confirmation email listed USPS tracking number XXXX which has never been a valid tracking number according to the USPS. Further investigation revealed that the phone numbers are not real, that there are multiple company names associated with the biller, XXXX XXXX XXXX XXXX XXXX XXXX, such as XXXX and XXXX XXXX. All of these companies appear to be fraudulent and the web pages all go back to non-existent companies I have never received the XXXX set that I ordered. I have lost {$110.00} and I am unable to contact anyone at any of the three companies I am aware of to help me resolve this matter. I used Paypal because you have a good customer service reputation when handling fraudulent billing activities. I am rather disappointed and angry that in this case PayPal appears not only dis-interested in helping me resolve my dispute but also seems to believe that I am something other than a victim in this transaction. I made an honest effort to purchase a product on-line. I used your service to pay for it. I never received anything for my purchase from any of the three companies associated with the web address and email conformation. My money was stolen. I have reported all this to you and I expect you to do the right thing by refunding my money. Instead, I am told that my case has been closed because my transaction was not covered. This is a ridiculous assertion. Of course fraud was involved. I never authorized XXXX XXXX XXXX to bill anything to my account. Do you really think an interior construction company sells XXXX sets? This would be an easy dispute with any major credit card company. If i cant count on you to dispute this charge then why am I using PayPal?

Consumer Complaint: Just to advise there were no topics/choices from the type of problems page that exactly meets my situation .... Im writing in hopes to get some type of resolution to an ongoing dispute between myself, XXXX XXXX XXXX XXXX XXXX ( XXXX ) and PayPal. On XX/XX/2020 I made a purchase in the amount of {$39.00} using my ( XXXX ) XXXX debit card through PayPal to a company name XXXX XXXX. I paid for expedited shipping in which the item was to arrive within 7 business days. XX/XX/2020 two weeks after not receiving the item I constantly emailed both the merchant and PayPal in which is the only method of communication that is available. I was given several different reasons as to why the item wasnt shipped, none that was acceptable to me as I paid for expedited shipping. XX/XX/2020 I again emailed both the merchant and PayPal requesting a refund as the item did not arrive in the payment timeframe and was no longer needed. XX/XX/2020 I contacted XXXX in regards to the disputing the transaction that occurred with my VISA debit card. I explained my situation to XXXX XXXX whom sent me a Cardholder Dispute Item Statement Form. I completed the paperwork indicating I never received the merchandise and would like to request a refund. XX/XX/2020 I contacted XXXX explained to her the item finally arrived however was not as describe as advertised, therefore I returned the merchandise immediately. XX/XX/2020 A provisional credit was applied to my account from XXXX XXXX ), only to be debited from my account on XX/XX/2020. XX/XX/2020 PayPal indicated the funds were surrendered to my account on XX/XX/2020 upon my dispute however would not provide me documentation of the refund. XXXX denies PayPal refunded the money. PayPal explained to me once a case is open with the bank they can no longer open a case in PayPal, for me to contact my bank as their case is now closed. I then called my bank ( XXXX ) and spoke with XXXX XXXX who advised me PayPal never surrendered the funds and she provided me with the dispute form indicating PayPals response as dispute invalid as I did receive the merchandise. My issues with this is on XX/XX/2020 I did contact XXXX indicating I did finally receive the merchandise 32 days later and that it was no longer needed and it was not describe as advertised, therefore I returned the merchandise. The wholesaler currently has my money and the merchandise. Both parties XXXX and PayPal are referring me back to one another indicating there is nothing else they can do. My major grievance in this response from both parties is that I am in no way able to recuperate my payment and the vendor has both payment and the product. Both PayPal and XXXX are stating that I must work with the other company to settle this issue and neither is willing to provide a resolution. I am asking for both companies to come to a conclusion and refund the payment processed.

Consumer Complaint: I have filed one complaint to paypal with this email address and I had another account for business and I sent XXXX to my sister and it went thru ok and then I guess they got the first complaint and now they have put a hold on the XXXX where she can't get the money and want all kinds of ids I sent in an personal id and not that they are complete they are asking bor credit card statements and they are debit cards and some of them I don't even have any more 2 of them because I had to get different ones on the local bank here because they were hacked. and the other thing they are asking for is for me to resolve the account for XXXX and that is the one where they are h olding so much of my money. I can't resolve something they won't let me do anything in they have closed that account, they are mad because of the complaint against them. The paypal business account is XXXX. My sister can't get the money I sent to her because of this. These people are so crooked. I just want them to let my sis have the money I sent her and my money out of XXXX account which is now XXXX and some few cents it has gone down about XXXX and they say that they haven't issued anyone a refund but the money went somewhere. Paypal has replied stating that they see I can login to my Paypal account without a problem. This is completely not true. I keep receiving the message, " for security reasons you will need to reset your password. '' Paypal is purposely ignoring me and not helping me. This is criminal action for Paypal to play games like this and prevent me from being able to login to my account to withdraw my money.

Consumer Complaint: I was Issued PayPal cash MasterCard with funds of {$230.00} deposited on XX/XX/XXXX. They gather all kinds of information, and l did link to my XXXX credit card for backup. I purchased petfood items on XX/XX/XXXX for {$160.00} and PayPal reverted to XXXX card (? why did they not take funds from PayPal ). Next few purchases were taken from PayPal balance and the final one was also for petfood with some of the bill charged to XXXX and some funds taken from PayPal. I calculate there is {$25.00} left on PayPal card but they report XXXX balance. I disputed and even appealed my case and of course they just respond - case found not in my favor. Then I accessed an online help rep who told me that I could view a " running log '' of PayPal card balance - nowhere is it found. I am contesting their egregious fees and their lack of transparency- my PayPal activity summary NOWHERE shows any " fees '' and my purchases from PayPal balance add up to {$200.00} NOT {$230.00}. I have received NO Explanation why XXXX card was used for the first purchase and what these XXXX credit card transactions cost me additionally. I can send you their activity summary and schedule of fees. Of course with Covid-19 you can not directly speak with anyone and their complaints menu online does not cover fees as an issue.

Consumer Complaint: Late in the evening of XX/XX/2020 and into the early morning of XX/XX/2020, my computer was the subject of a brute force attack to gain access to my computer. Shortly before XXXX, they were successful in gaining access to my computer. They then proceeded to access my PayPal account and make two transactions in the amount of {$190.00} ( {$390.00} total ). I filed a fraud claim with PayPal which was quickly denied due to the transaction looking like a normal transaction. My typical transactions are almost always under {$100.00} and any that are over are made to major companies not individuals. On top of that the transaction was made using an address that was removed from my account a while ago. The transactions included an email for the " seller '' so I went ahead and emailed the address and got a response confirming that they had not initiated the transaction and had also reported it as fraud. Since then I have still been trying to get into contact with PayPal to try and get this resolved but have been unable to get a response from them in 3 days. I have saved the event log that details the attempts to brute force my computer ( It is apparently too large of a file to upload however ) and have the email thread of my conversation with the " seller ''.

Consumer Complaint: I made a purchase for a face mask using my PayPal account. The company that I purchased from disappeared and thousands of reviews and posts have verified that this company has scammed me. I contacted PayPal in order to get a refund on the item but they are assisting the company with scamming customers and are refusing to refund me my money. I've tried several times to contact PayPal and provided several documents and evidence proving the company is scamming customers and they are still refusing to refund me. PayPal is actively encouraging and endorsing scam and fraud by doing this.
