Consumer Complaint: I have a PAY PAL account. On XXXX XXXX I received an E-mail from PAY PAL indicating I had a balance of {$4400.00}. I notified them to transfer {$4000.00}. directly to my personal bank account. They did and I received the {$4000.00} into my XXXX XXXX XXXX XXXX account. I checked the following day and was informed that I OWED {$4400.00}. There had been 17 withdrawals from my Pay Pal account from a XXXX HOSPITAL. I do not know a XXXX Hospital or have ever done any business with them. PayPal froze my account until I re-pay to them {$4400.00}. On XXXX XXXXthe I received the 10th collection call from PayPal. I explained to each agent about my dilemma and that I did NOT owe, PayPal. I acknowledged that I had requested {$4000.00}. from my account and it was deposited into my personal bank account. That I did not know a XXXX HOSPITAL. oN XX/XX/XXXX AT XXXX I received an e-mail from PayPal `` we noticed unusual activity on your account and are concerned about potential unauthorized access. '' At XXXX I received and e-mail that stated " We've completed our review of your unauthorized activity case. Pay Pal determined there was no unauthorized use. We found this transaction is consistent with your Pay Pal history. One of the Collection Agents said Pay Pal spoke with XXXX Hospital and an error had been made and XXXX Hospital sent back 17 transactions. At the same time when they were received Pay Pal forwarded them to an account they say was mine. Account # XXXX ( last four digits ). That is NOT my account and never has been ... .I did not receive any of the 17 transactions. Pay Pal says that is their record of my account number ... ... I checked all my VISA cards and contacted my XXXX XXXX XXXX and they have no record of that credit card in my name or account number. I did learn I have been with XXXX XXXX XXXX since 1979 ... .forty years! XXXX XXXX XXXX is the only VISA card I have.. I have others,, Mastercard, XXXX XXXX, and XXXX. Pay Pal has informed me that they were authorized for a 'charge back ' when they forwarded the money to that account number XXXX. I have pleaded with Pay Pal to use their resources to trace the owner of XXXX. I have just received the 11th collection call from PayPay asking me to set up a payment schedule to repay the {$4400.00}. I desperately need help.

Consumer Complaint: On XXXX the XXXX, XXXX, my PayPal account was permanently closed upon company 's decision over a limitation imposed under the account, stating that I was " a potential risk '' if I continued being a PayPal customer. PayPal established a deadline of six ( 6 ) months to withdraw the left money on my account ( {$700.00} ). Time passed and the principal requirement was met to withdraw the funds. In fact, on XXXX the XXXX, XXXX, I received an e-mail claiming that I was, at that time, able to begin processing the withdraw of the money left on the account ; however, despite all requirements were met by me, PayPal refused to add a bank account into the account and then pull out funds. Indeed, I got in contact at least ten times with the company and none of their employees helped me out as they " were not able to do anything about '' or " my case would be sent to a specialist, then a response would come after a few business days. '' Other employees would ask for additional information about the bank account 's owner that was supposed to receive the transfer of funds as I personally don't have an American bank account ; although all evidence was submitted, nothing came out of that. Bank account wasn't added into my PayPal account and my money is still stuck on the account.

Consumer Complaint: I made a purchase thru PayPal on XX/XX/2020 to a company called XXXX XXXX XXXX or XXXX XXXX XXXX or XXXX XXXX XXXX ( all three are one business ). Paypal did not disclose a user fee of 2.9 % to me prior to submitting the transaction. I purchased first thru credit card and the seller notified me the user fee was applied on her side. I tried to block the transaction and reported as fraud. Then I attempted to make the purchase thru debit card as the seller told me there are no fees when using debit card. No fees were disclosed to me prior to submitting the transaction and again the fee was applied on the seller side. The purchase price was {$2500.00} and the transaction fee amounted to {$72.00}. The seller had me pay the transaction fee to her via check. I asked Paypal to refund the fees and complained there was no disclosure of fees before I submitted the transaction. I have asked them to refund at least one purchase as they are duplicate purchases and they have refused to refund it. They insist the seller should refund the purchase rather then them, but then I will be paying two transaction fees of {$72.00} each because the transaction fee still applies even when refunding the fee if done by the seller. I have spent hours using chat message and waiting on eternal hold via phone line to get this resolved. They refuse to have a manager call me back with contact information so that I can directly talk with them.

Consumer Complaint: Hi My name is XXXX from XXXX, thank you for providing this complaint facility so that I can be here to tell what I experienced. What I experienced might also have happened to other users, it all started on XX/XX/2020 ( ID - XXXX ). That is the funds held by Paypal for 180 days for no apparent reason, during that period the money there can not be added, can not be withdrawn but can be reduced. I have sent an email to Paypal through the resolution center but there was no response. I tried to contact via social media accounts, they could not explain what was happening, what was the problem with me and my account. they only said that I violated, but they could not explain what violations I had done. I have prepared evidence for that, all transaction data, documents from the government, even I am ready to provide the account username and password related to the investigation. I did not find a violation of myself, I did not sell prohibited goods, I did not cheat, I did not fake my identity for verification, I never used VPN to access my Paypal account. yes, i never do that. my money there is around 2800 USD ( this money is a lot for me ) but it's so small for Paypal.

Consumer Complaint: On XX/XX/2019 I tried to login to my account but was unable. I was locked out of my account. someone else had gained access to my account and changed the login info. After contacting PayPal multiple times I was finally able to access my account and I realized that my PayPal balance was gone. {$480.00} had been fraudulently withdrawn on XX/XX/XXXX at a XXXX. I contacted PayPal and they were very unhelpful. they weren't even able to provide basic info like how it was even withdrawn as they are supposed to ask for photo ID. they also could not provide info about which XXXX location it was withdrawn as it can be at any location in the world. they assured me that the issue would be resolved. so I filed a dispute with PayPal. After review, this was their response : Case ID : XXXX Thank you for reporting this case. After reviewing your case, we found that this transaction was not unauthorized and hence couldn't be covered under PayPal Purchase Protection. Case details Dispute reason - Unauthorized access Case Status - Closed Date reported - XX/XX/2019 Transactions not refunded I then called PayPal again to get some info about their decision and they just kept repeating that the " transaction was not unauthorized '' since it was " an in person transaction '' Basically someone at a XXXX somewhere ( but they can't tell me where ) had withdrawn the money in person so it's not considered fraudulent. I then called my local police to file a report but the officer was dumbfounded by the lack of info PayPal was able to provide and he said there's nothing the police can do since they don't even have the basic info of the location of the withdrawal.

I contacted XXXX and they told me Id have to contact the company and they gave me the number of the company from report. Called the number and it was to PayPal XXXX. They transferred me to fraud dept supposedly and I spoke to a XXXX that said account would be closed and a fax sent to all 3 credit agencies to remove the hard inquiry. He gave a report number of XXXX. The next day I got another alert that the credit card was opened. XXXX # XXXX XXXX # XXXX XXXX # XXXX I keep getting alerts even as of today XX/XX/XXXX that the PayPal CC was opened in my name. Called XX/XX/XXXX PayPal Fraud at XXXX and spoke to a XXXX that was very rude and told me that the CC was closed 6 days ago and said that nothing would be sent to the credit agencies until they did their investigation which could take up to 90 days to decide basically if Im lying or not!! I am so upset as I have an 800+ credit score which keeps going down due to this company! I did a search regarding this company on your site and they have done this before and there was even a judgment in XXXX!!!! Evidently they are doing this again!! PLEASE HELP
