Consumer Complaint: I sent {$100.00} via Paypal to my friend 's dog rescue on XX/XX/2020. She never received it and it wasn't pulled from my bank account yet, so on XX/XX/XXXX I sent another {$100.00} thinking the first transaction didn't go through, but I used her personal email instead of the XXXX XXXX XXXX email. The second transaction was deducted from my bank account immediately, and my friend received the money. The next day, the first {$100.00} was deducted from my bank account and my friend never received the money. I have been following up with Paypal and they keep telling me the transaction was completed, but have not offered any proof. In the meantime I sent them copies of my friends transactions showing that she only received the second payment of {$100.00}. I have been trying to resolve for over a week now and Paypal keeps telling me the transaction was completed when it clearly was not because my friend never got her money. How can I get this resolved so she either gets the second payment of {$100.00} or I get my money back?

Consumer Complaint: On XX/XX/2020, I made a {$66.00} purchase through PayPal. However, I sent the merchant an email to cancel the order on XX/XX/2020, and XX/XX/2020. However, the merchant refused to cancel the order but shipped the item anyway, which was not delivered. Therefore, on XX/XX/2020, I submitted a dispute through Paypal, which Paypal denied. They did not give me the opportunity to appeal my denial with additional documentation. Therefore, Paypal supported a fraudulent transaction with the merchant, which included a false tracking number that was not from USPS. In addition, I contacted my leasing office and spoke with XXXX and XXXX. They both confirmed that no package was delivered. Then after further research on the merchant, there were other complaints about the same issues regarding fraud.

Consumer Complaint: I purchased a XXXX from XXXX on XX/XX/2020 on a quarterly ( every 3 months ) subscription base. It was for me to ensure that my forex trades stayed active when my personal computer goes to sleep. However, I kept having issues with the system. It wouldn't allow me to log in and eventually it stopped my trades completely out of nowhere. I reached out to XXXX about the dispute via email after I had already tried sitting and waiting for hours for their support to respond via chat. they NEVER answered the chat! I then sent an email requesting a full refund. They tried to offer me a free month of service and I told them NO. They told me to cancel my account. I responded to them stating that the cancellation " needed to include a FULL refund ''. They responded " Yes, you may send the request to cancel, thanks ''. Paypal refuses to issue the refund and are trying to say the merchant didn't agree to the refund. I sent them a screen shot of the conversation but they still refused to issue the refund! They need to give me my money back! I am being charged for services that I am not receiving and that hadn't been working. I have complained several times!

Consumer Complaint: On XX/XX/2020 at XXXX XXXX, I placed and order for cleaning products totaling {$70.00} and paid the seller using PayPal. My bank account attached to my PayPal account was charged {$70.00} to pay the seller which is correct. On XX/XX/2020 I received an email from PayPal giving me details of the shipment with a XXXX tracking # XXXX. Upon checking the tracking number on the XXXX tracking site, I found the products were shipped on XX/XX/2020 and delivered on XX/XX/2020 to a commercial address. These products were shipped prior to me placing my order. On XX/XX/2020, I emailed the seller and explained I never received the shipment. On the same day, I sent another email informing the seller what I had learned from XXXX. I also sent a message to the seller through PayPal. No response was received from the seller. XX/XX/2020, I filed a claim with PayPal and received an automated email, shortly thereafter, the claim was denied. On XX/XX/2020 at XXXX XXXX, I called my bank and filed a dispute regarding the {$70.00}. On XX/XX/2020, I made a bad decision, and gave PayPal another chance to review my claim that was denied. The PayPal agent overturned the denial and decided the claim in my favor and credited my bank account the {$70.00} which showed on my bank account XX/XX/2020. On XX/XX/2020, my bank made a provisional purchase adjustment crediting my account {$70.00} pending the dispute outcome. They explained to me if PayPal credits me the money then the dispute would be closed. On XX/XX/2020, I called my bank and told them I was credited back the money from the seller and asked them to close the dispute. They said I could not close the dispute myself that they would need to hear from PayPal even though the credit was reflected on my bank account. On XX/XX/2020, PayPal applied a negative {$70.00} on my PayPal account stating I received two credits and need to pay them back their {$70.00}. From XX/XX/2020 to XX/XX/2020, I continually had conversations with PayPal through their message center informing them they just needed to contact my bank and inform my bank they credited my bank account the {$70.00} and my bank would reverse their credit and close the dispute. However, PayPal keeps stating it's between me and my bank. I have given PayPal my bank 's Dispute Department phone number and the case number. PayPal will not notify my bank of outcome. I'm not paying PayPal back the {$7000.00} when after 90 days my bank will make the decision to remove their {$70.00} having seen the credit on my account. How can PayPal place a negative balance of {$70.00} on my PayPal account without showing it in my activity as to why I was charged {$70.00} back? I'm totally frustrated with the entire process. I can't do anymore than I have to rectify the problem. I hope that you can help me as PayPal is not cooperating and charging me {$70.00} now. Thank you. On XXXX

Consumer Complaint: On XX/XX/20, I had been in contact with someone about purchasing a puppy. We discussed shipping the puppy from NC to my address. They set up a dummy website for a product that they do NOT carry ( XXXX puppies ). The seller did not contact me after the payment of XXXX was sent. I later found out that their website was a scam after the funds had been transferred. I contacted my bank to close my account to prevent the funds from be transferred. I made a dispute claim with PayPal twice and they closed the dispute both times.

Consumer Complaint: On XX/XX/XXXX around XXXX XXXX an ad was posted on XXXX for a switch bundle for {$210.00} under the account name XXXX XXXX. My daughter showed interest in the product and they asked if she could pay through Paypal family and friends to " not get charged the extra fees ''. Then about an hour or two after she had paid for the item the same images under the same account were posted with a similar but slightly different description and by the next day the user profile was deleted from XXXX. She is now aware that XXXX has no responsibility for this since the payment was not submitted through the app and pay pal is not recommended when buying off XXXX. She has reported a dispute through Paypal. The payment was a split between {$140.00} of PayPal Cash Plus balance and {$69.00} from a XXXX XXXX visa. I called XXXX XXXX to file a claim on a fraudulent transaction.

Consumer Complaint: A third party represented that a used laptop computer was new, but objective forensic battery tests and opened box with scratches on the item demonstrated that it was substantially used. A premium price of {$760.00} USD was paid to buyer via PayPal. Within hours of receipt, I contacted the fraudulent seller and and submitted evidence. On XX/XX/XXXX, PayPal required me to return the non-complying item to the fraudulent seller ( XXXX ), but insisted that it would not supply me with a credit. Proof of receipt of the item by the seller was given to PayPal along with all proof of noncompliance. Without notice to me and for no reason, PayPal has repeatedly switched this case to numerous associates and moved the waiting period for resolution back without my consent ( from XX/XX/XXXX to XXXX, XXXX, to XXXX, etc. ). The industry standard is resolution within 3 days of buyer 's receipt of returned item. ( see XXXX attached ... PayPal and XXXX were formerly subsidiaries of the same company ). It is prolonging the period in which I'm separated from my money and the laptop I bargained for. The fraudulent seller has both my funds and the laptop, and this has been the case for over a month. PayPal 's online complaint resolution format is rife with problems that make submittal of proof by the innocent consumer nearly impossible, and it sends consumers messages that their messages will be discontinued, which I was assured is not actually the case. The associates handling the case indicate that the fraudulent seller " has monopolized '' the dialogue, when in fact I had initiated the dispute resolution process and submitted ample third party evidence, including video, pictures, tests, web page grabs, and receipts to illustrate the obvious fraud. As I needed business equipment, I had to " cover '' by purchasing a new, more expensive item at a cost of over {$1200.00}. Further, having the {$770.00} charge unreimbursed carries the threat of higher credit card interest on unpaid amounts. In sum, PayPal is even now facilitating the fraud on consumers by allowing the unfair merchant to have both the equipment back and my money.

Consumer Complaint: I have an issue dealing with a merchant through Paypal. I have attempted to resolve thie issue directly with the merchant and he refuses to respond. I was able to dispute some of the charges but not all of them due to them exceeding the 180 day mark. Now please read this part as it s important. There were payment installments made on one single invoice which is Invoice XXXX from unluckydinobear. Some of those charges can be disputed but others can not. Can you please dispute the entire invoice as it was only recently paid off back in XX/XX/XXXX? There are a few disputes already open with paypal so please refer to those.The total on the invoice is {$1300.00}. XXXX. XXXX and Invoice XXXX All of these charges are for the same product on the invoice which totals XXXX. These " indisputable '' charges '' date back from XX/XX/XXXX to XX/XX/XXXX. I was able to dispute the ones from XXXX. Paypal will not assist me in getting a refund despite the merchant not complying and the charges being attached to one invoice. XXXX XXXX will not assist me in this matter either despite me filing a complaint through their ACH dispute department.

Consumer Complaint: I was forced to open a Paypal account when I sold an item on XXXX. The money has been there since XX/XX/2020, over 21 days. When I try to transfer the money to my bank, Paypal 's response is that the transaction can not be done at this time. I tried to refund the monies to the buyer so the funds could be sent another way, and received the same response. I also tried to open a dispute, and the response was that I could not. Paypal is holding the funds. When you try to call them and speak to someone, they use the excuse that due to Covid 19, they are not working. Everyone state is going back to work. And these call centers workers can work from home. So there is no excuse that I can not get my money out of their digital wallet. Basically, I have not recourse at all except to file this complaint. The SEC needs to investigage this company. How can they keep my money for 21 days and not give it to me?
