Consumer Complaint: I got an email from PayPal saying thank you for making an online payment of {$350.00} for acct no ending inXXXX for some antivirus software, if not you call XXXX or XXXX. I called and they said someone in the XXXX was using my information and then tried to get me to let one of their techs fix my computer remotely for {$400.00} that they wouldn supposedly return if l called their fraud department. I do not hav a PayPal acct.

Paid with Balance Transaction ID XXXX Seller info PayPal Note {$4700.00} USD ; PayPal Posting Date : XX/XX/2019 ; Payment to : Paypal ; PayPal 's damages caused by Acceptable Use Policy violation PayPal Withdrew XXXX USD on XX/XX/2019 without my consent and without even notifying me. My account was in a " limited '' state prior to this, meaning i could not withdraw funds for 180 days. There were no chargebacks or disputes, PayPal just decided they can charge a " fee '' for violations of their policy, which they do not disclose what violation ( s ) were committed. This, frankly, is fraud and theft. No bank would be able to get away with such a practice, and while PayPal does not qualify as a bank, they provide banking services such as holding money and transferring cash digitally. I reached out to PayPal on XX/XX/XXXX via XXXX and XXXX. I attempted to reach them via Phone however they have shutdown phone lines due to COVID-19. The responses I received were boilerplate and did not address the issue nor even provide any specific details.I was unable to reach a human being through email and there is no phone support.

Issue: Problem with a lender or other company charging your account

Consumer Complaint: after three weeks bothe the original company and their biller have said that the money was returned, but other than 2 pmts that actually got back to my checking acct. they have sen the other 3 payments to a credit card that wasn't used in the transactions. the money was taken directly from my checking account by their biller, and never returned. i can't seem to get a straight answer from either of them. i do have an email saying the money would be put in the right acct., but nothing. they gave me transaction numbers of XXXX and XXXX the disputed amount is {$58.00}, and i can't find the money either in my checking acct. or in paypals acct.this is over three weeks and nothing. the paypal people, tag team the message people, so you have to keep repeating the same story over and over. i am a XXXX veteran and this extremely burdensome for me, that a company that said they would get my money back no problem would XXXX up so much.

Consumer Complaint: In XX/XX/2019 XXXX Paypal account of 10 years got restricted, preventing us from receiving money or transferring money out of the account. We received a document request and we responded to all quickly with the requested information with no further responses from PayPal. After numerous calls to customer service, I was told the restrictions will be lifted within 180 days. I never happened regardless of our efforts. We have called customer service several times who are unhelpful and say there is nothing they can do other than file a ticket with their " back office '' but never provide contact information for someone who we can speak to directly to resolve this problem. And lately, we can not even speak with someone on the phone or get an email response. We feel like we are being **bleep** around with here and at this point, Paypal has wasted several dozen hours and thousands of dollars in losses for our business.

Consumer Complaint: PayPal has ruined my finances. For 6 months this year, it has horror after horror. Everything is automated to cut cost and their algorithm is broken to the point where I had to give up. I had to apply my ID 4-5 times. The SAME XXXX ID card. I sold a few items on XXXX and they demanded to see my suppliers invoice. I XXXX XXXX XXXX XXXX fXXXX XXXX XXXX!!!!! They protect fraud buyers who say they never received item when they received it. They never tried to listen to my attempts to rectify the situation. Prior to the pandemic, they barely provided any help besides their empty faux apologies. Since the pandemic, it's been a joke. They literally took the pandemic as an opportunity to not provide service of any kind.

Consumer Complaint: On XX/XX/2020 I sent {$50.00} to my mother through Paypal. I sent the payment to my mothers cellphone and put the details in Paypal so that they could send her the money to her cellphone. My mother never received a text or notice on her Paypal account that the money was received. When I checked my account Paypal had sent the money to another person with an email that I do not know. I have been appealing to Paypal to refund the money that they sent it error and they have denied my request repeatedly. I opened another request to have the money sent to my mother and Paypal not only denied my request, but also blocked me from gaining access to the account again. My payment is now due and I Paypal is saying that I must pay this amount that this was my error and I have lost the money. I sent an email to the person that received the money in error and that person is also refusing to refund my money that Paypal sent her in error.

Consumer Complaint: I have been using Paypal for years and it is linked to my Bank account only. I once had a visa debit card but when it expired years ago did not link one to paypal. On XX/XX/2020, I received a email from Paypal about a case that was submitted by some other Paypal account holder, Indicating that her account had been hacked into and there were 5 purchases made from me in the amount of XXXX dollars and some change. I was told that I needed to respond to complaint by XXXX XXXX. I went into my account and found activity that I had not initiated. I had not and did not sell anything to this person ever. When I checked more activity I found 27 Master Card Debit card instant transfer transactions that I never made. The total of those transactions was very close to the money from the account that was hacked into. I do not have a Mastercard debit card. My card is a Visa. I tried to file a dispute but because it was a master card debit card was unable to without going to payal chat as there was no way to contact by phone. Finally a dispute was submitted by customer service on my behalf. I indicated in my dispute that those 27 withdrawal from my account using a Master card debit card was not authorized by me and that I do not own nor have I applied for a Master card debit card. I questioned how this card was used to access my paypal account. I also questioned why red flags did not go up because my paypal balance is always XXXX. When I purchase most transactions are paid for using my linked bank account. I even indicated that there was something suspicious about money going into my account through a purportedly hacked account in almost the same amount as was instantly transferred from this fraudulent on the same date XX/XX/XXXX. All activity on that date. Paypal denied my case and I appealed. They denied my appeal saying they found the transactions consistent with my history. I asked them to look at my history and they will see that somehow the Mastercard Debit card showed up on activity statement for XXXX XXXX as a backup card. do not know how that happened. all activity prior to that only shows that I paid for my transactions and there is no back up master card.

Consumer Complaint: Since XX/XX/XXXX, I have sent more than 20 emails to PayPal, but no one has ever given me a reasonable explanation, which is why I am appealing to CFPB for help. On XX/XX/XXXX, I purchased a product with a value of USD XXXX through PayPal ( I paid with MasterCard dual-currency credit card ), which was converted to CNY XXXX, the currency conversion rate is equivalent to XXXX. ( Please see Annex 1 ) But the currency conversion rate of the day I contacted my issuer was XXXX, so it should be XXXX CNY. So PayPal charged an additional me CNY XXXX, which is equivalent to USD XXXX. In the process of communication with PayPal customer service personnel, customer service representative XXXX XXXX informed that the reason was that PayPal would charge an additional 2.5 % currency conversion fee, which would be XXXX % = $ XXXXThis obviously is not true because it is inconsistent with the actual amount collected which was USD XXXX. ( Please see Annex 2. ) Another customer service rep, XXXX, said in the payment interface there would be an option to choose PayPal currency conversion rate or issuer currency conversion rate ( Please see Annex 3. ) But this option wasnt available ( Please see Annex 4. ) A PayPal representation, XXXX, explained that if you didn't manually change the exchange rate selection, PayPal would automatically choose its own exchange rate ( Currency conversion rate of XXXX ) .Because the exchange rate selection option wasnt available PayPal forces the customer to choose PayPal exchange rate instead of the customer 's own manual exchange rate ( Currency conversion rate of XXXX ) choice.
