Consumer Complaint: I was having financial trouble and a loan company placed a levy on my PayPal Account. Once I paid the loan company off, their attorney and I have made several attempts to have my PayPal account freed of any restrictions or limitations. We both have provided copies of the attorney 's statement to release the levy ; we have done this TWICE! PayPal has still refused to acknowledge it. The attorney, XXXX XXXX, has has tried calling the PayPal legal department on different occasions and can not get through or a return call. i have money in my PayPal account that I can not access, as well as I need to access other things with it. I have went through the Resolution Center so many times and each time I get someone who gives me a phone number to call to resolve the issue. That phone number is for XXXX XXXX, the attorney who is trying to get them to abide by his release, it's not even with PayPal! They also refused to email me a transcript of the messages. Consumer Complaint: *THIS IS A FOLLOW UP TO MY PREVIOUS CLAIM TO BE SENT TO VENMO* This is kind of a two part problem with BOTH Venmo and XXXX. What happened was is that I attempted to purchase football tickets through an individual online, I know huge mistake. I was scammed. They requested {$120.00} ( XXXX XXXX XXXX ) through XXXX. I sent it and the person claimed they never got it. So we attempted Venmo, in the promise that they will return the original {$120.00} IF they receive it. So I sent {$40.00} ( XXXX XXXX XXXX ) on Venmo and another {$110.00} ( XXXX Mobile Banking ) through another bank that I have. Same thing. They claimed they never got it. Thats when it started to click that I was being scammed. After I refused to send anymore money, they blocked me. I have no way of contacting this individual. I have attempted every possible route to recover my money. Venmo and XXXX wont help me. My banks wont help. My XXXX XXXX XXXX XXXX department recommended me to go through this route. Is there anything you guys can do for me?

Consumer Complaint: On XX/XX/XXXX, brought a large item for {$400.00} on XXXX and paid for it through PayPal from a new Seller that goes by the name XXXX. Since it was an expensive item, did watch it very closely. By doing so, the first 10 days, there were no activity on the tracking number provided so I email the Seller via XXXX to let them know as they did not know about it nor did they not keep track of the item themselves. They just so called shipped the item and did not track it at all like I did so they were surprise that there was no activity for the first 10 days. They did respond back to me and stated that they will look into it. When they did, all of a sudden, the tracking information on the item stated it was delivered when it was not not to me anyway, do not know where it went nor do not know where it was delivered to because it did not come to me. I said to myself, oh - I was swindle - scam. So I filed a complaint with both XXXX and PayPal ; whom I pay for the item with, that I never received the item but they went by the final tracking information stating it was deliver to my residence. I approached the carrier about this and they told me that they have not delivered anything huge to me since residing at my address of residence. So XXXX and PayPal decided in favor of this new Seller without any investigation and they stated since it said it was delivered, they denied my appeal. XXXX did recommend that I contact my credit card company and/or financial institution and file a dispute in which I did. Luckily, did receive a full refund from my Financial Institution as they grab the money back from PayPal. Now PayPal is harassing me for the {$400.00} now to pay it back.

I think that PayPal is keeping the money for themselves and needs to be investigated for fraud, miss leading and lying, They are making their own rules how much they charge per transaction and the rate of exchange.
