I have requested a refund for this purchased which provider has failed to deliver, going on four months. I understand XXXX is XXXX customer and they are trying to do all they can to help their customer ; but in doing so, they have violated my rights to cancel this purchase which vendor promised within 10-25 days. I understand packages have been delayed due to current Covid-19 concerns. XXXX and PayPal needs to understand, that due to their failure not to meet what is listed on their website, I have purchased and received the same items from another vendor and again requesting a full refund. I dont need duplicates of the items they have been unable to deliver. Once a purchase is made, does a vendor have unlimited time to deliver the order or should the customer have the right to have a reasonable expectation of receiving the order? If the vendor is unable to deliver the item within a reasonable amount of time, does the customer have a right to cancel the purchase? PayPal has decided to fully support XXXX, and deny me any liberties regarding the vendor/ customer process post purchase.

Consumer Complaint: Balance being charged for purchases instead of payment method selected by customer. When using PayPal checkout to make a purchase with a 3rd party XXXX XXXX XXXX XXXX XXXX, I was presented with a screen asking me how I would like to pay. I selected my Credit Card on file with PayPal. However, upon further inspection I found that PayPal charged my PP balance without my consent instead of charging my credit card. Funds from my PayPal balance were withdrawn without my consent and used to pay for a transaction that I had chosen to put on a Credit Card. I filed a complaint also with the XXXX, and PayPal replied, expressly verifying my claim and stating that they did nothing wrong and will not change their behavior.

Consumer Complaint: I was sending money through PayPal on XXXX to a family member. I clicked on resend this transaction ; as I have sent money to this person in the past and verified that the phone # was there and changed the amount to {$95.00} the amount I was wanting to send. I send the funds and now when I go into the payment the recipient is now an email address. It is a fraudulent email address of the recipient XXXX. This is not the place I authorized the funds to go. I opened a case with PayPal and they closed it stating I authorized the transaction. Which is not true as the recipient has been changed. I tried closing my account with them as I don't want to use their service any longer and was getting an error message. When I contacted Customer Service they said they couldn't close the account due to the outstanding payment. Which cleared my account today. Since they haven't received payment I would say they recipient didn't get the money so why couldn't they stop the transaction and send it to the correct recipient. I'm attaching both the receipt for the previous payment and the current one from XXXX. I also included a screen shot of the screen showing the correct account when I click on resend.

Consumer Complaint: I had a PayPal account with which he worked online, sending and receiving money for digital goods sales. On XX/XX/XXXX I received an email indicating that my account is permanently limited without the right to appeal and without giving me a reason. They also indicated that the funds that I had in my Paypal account, exactly XXXX USD, would be held for 180 days and then I could withdraw them. On XX/XX/XXXX, I received an email indicating that the 180 days had already been met and that I could withdraw my funds. However, the account continues with a limitation that prevents me from making the withdrawal. I have tried everything to contact them and they give me a solution : XXXX, XXXX and through email I can only speak to a bot that answers the same thing over and over again. Your telephone service is closed and your Paypal forum only serves to meet more people with the same problem. Today XX/XX/XXXX I continue with the money withheld and without being able to do anything about it.

Then all of a sudden today they froze my account and limited it after I had tried transfering money to my other card for bills. I have messaged them about 10 times to only be told that I needed to wait for a specialist to help me. I've uploaded receipts, my I'd, I've explained to them it was my unemployment and still have gotten no response and now I have no bill money cause they won't let me use my unployment money in my account.

Consumer Complaint: Hello my name is XXXX XXXX, my complaint is about PAYPAL!! well my fianc had {$95.00} USD in her paypal account so when she tried to withdrawal the funds for whatever reason it kept giving her some type of error message so, not knowing any better she transferred the funds into my paypal account to see if we would have better luck with mine but seemingly it has opened up a whole other set of problems!! well since the pandemic the local XXXX offices have been closed. so unfortunately my license plate tags have become expired and i had gotten pulled over for the tags being dead so long story short the police officer said he had to take my plates and my D.L 's, leaving me without any form of picture I.D . well paypal says they limited my account from being able to do anything like send receive or withdrawal funds until I upload a picture I.D that is not expired. well I tried and tried to make them understand that i could not get another one made due to the pandemic and that i desperately needed the funds because we had no income at the moment due to pandemic as well and that every XXXX counts right now even if it is only {$95.00} dollars. BUT TO NO AVEIL THEY INSIST THEY WILL HOLD MY MONEY UNTIL PICTURE I.D IS UPLOADED!! PLEAAAAASE HELP!!!. also i asked them why the limitation was put into effect to begin with when its the first transaction ever done!!??? I have called and called and called cant get anybody on the phone and very seldom someone replies to my messages after days and days of waiting!! i have since heard so many horrible stories of the unfair and terrible business paypal does from sooo many people WHY IS THIS COMPANY NOT HAVING TO COMPENSATE FOR THE TERROR THEY BRING TO SO MANY PEOPLE??!! Consumer Complaint: As people lose their jobs, my family and I are in dire need of a dollar .. Paypal Bank has grabbed my money and suspended my account. The bank informed me that the funds will remain on hold for 180 days since my last account operation and the last transaction was on XX/XX/XXXX That period expired on XX/XX/XXXX However, my account was suspended I have contacted Paypal Bank several times and they have told me that at the end of 180 days they will inform me of how to withdraw my money, but until that moment I did not receive a response from them. So I contacted their support account on XXXX and explained it to him all, so he told me that I can withdraw my money. I told him that I can not add a payment card until I can withdraw the money So tell me that I should try to link the visa and then stop to answer me. the documents First : My Paypal bank account address is XXXX Second : The last transaction was in my account on XX/XX/XXXX Third / The account has been suspended since that date and for a period of six months ending on XX/XX/XXXX Fourth : I sent support to Paypal on XXXX, they told me that I can add a visa ( attached photo of their response ) Fifth : My account is still pending and I have not been able to add a Visa to the Paypal account in order to withdraw money on it ( Attached copy of the visa rejection )

Consumer Complaint: On XX/XX/2020, a Sunday, I noticed my Paypal account was showing 10 unauthorized transactions. They were occurring even as I looked at my account online. They were for items mostly around $ XXXX dollars for distillery product, groceries, XXXX, XXXX, clothes, and more. The total was around {$230.00} before I could change my security settings such as pin, password, and add a code by phone prior to use debit card. I had my debit Mastercard and nobody else had a copy. Nobody else was given my pin for the card either. It was like somebody had my card and pin in a store and was buying things. It appeared to be an inside hack job or maybe stole a skim for my Paypal debit master card. I reported this to resolution. I tried to call Paypal to report some unauthorized activity but no live person was available. The activity stopped after I changed the pin or increased security measures that evening. I had not used my Paypal card for several days prior to this. I have not used it since XX/XX/2020 either. The next day my personal bank account began receiving charges from Paypal. It is strange that I did not have my bank set for auto back-up as the activity was occurring. Yet the charges were forwarded to be paid by my XXXX XXXX account. I reported to XXXX immediately to block these unauthorized charges. Eventually, XXXX did it and would not allow Paypal to transfer charges to my bank account. I did not have my bank pay any charges and have blocked them from getting to my personal XXXX account. I have tried to close the account with Paypal. There is a credit of about {$35.00} in the Paypal account. I do not care about that since I had not used it for any of the unauthorized charges. My account is " Limited '' by Paypal and they even wanted me to give them my PW for my XXXX account and a copy of my statement. It is apparent that Paypal is not accepting the activity on XX/XX/2020 as unauthorized. I am surprised by this since Paypal had generally been helpful for many years as a safe way to do online transactions. Paypal is not allowing me to close the account online. I have written a half dozen messages to explain to me how this could happen. They do not respond and just leave the account dangling in a " Limited '' status.

Consumer Complaint: I received notice from XXXX XXXX that merchandise I had ordered was being shipped. I had not placed this order. It was being shipped to an address in XXXX. They said I had paid {$210.00} using my PayPal account. I have never used PayPal to pay or buy anything, only as a way to be paid during pandemics. I contacted PayPal, but could not raise a human, only shuttled through options. After some time I was able to get a investigation started that I was told may take 10 days. So I then contacted XXXX XXXX to ask them to cancel the order, but they said they could not and that I would have to go to PayPal. I returned to PayPal in an effort to expedite the investigation with little effect. In desperation to halt this, I contacted my bank and put a stop payment on PayPals withdrawal. Now PayPal becomes more interested. They inform me that my bank refused withdrawal. They then removed the amount from payments I was receiving via my business, music teacher. They then informed me that they found nothing inconsistent with my account and closed the investigation. I would like my money back. And so am filing a complaint here.
