The system never shipped so i had to open a dispute. the company XXXX never responded to my inquiry so i open the dispute with XXXX Months later finally everyone responded and i thought everything was good. now XXXX has issues a request for XXXX from PayPal which has taken my account negative. i never received any extra money and i have the proof to show that i was at a XXXX balance until this last mistake. i can not get anyone on the phone nor can i get any of the emails they tell me from collections to respond. i am disputing the amount owed but i can not get anyone to respond.

Consumer Complaint: On XX/XX/2019 I ordered a product as advertised online through a seller using PayPal as the service to transact through. I captured the screenshots of the product ordered. The seller delivered something entirely different than the product I ordered. I opened a dispute with PayPal. I also contacted my Credit Card Company, XXXX XXXX XXXX to alert them. I spent months going back and forth between the 2 companies. Finally, XXXX XXXX XXXX stated it would have to be resolved by PayPal as that's where the transaction originated. I also tried to contact the seller in order for him to send me the correct item. He refused stating what he sent was accurate which is totally false. I am including the email communication between myself and the seller. I reported it all to PayPal providing the email history between me and the seller actually proving what was sent was NOT what I ordered. PayPal is claiming they can not issue a refund to me because it is beyond 180 days and that I need to resolve through XXXX XXXX XXXX. XXXX XXXX XXXX states I need to resolve through PayPal which I agree with as the seller clearly falsely advertised a product for sale. I would NEVER have purchase what was sent, ever. And I explained this to PayPal over and over again. Additionally I kept communicating with PayPal through their online messaging system to insure my dispute stayed open but they closed it anyway. I feel it is worth mentioning that 100 's if not 1000 's of PayPal customers are or have experienced the same issue with them. PayPal 's XXXX page is overloaded with upset customers posting complaints because they can not get the issues they are having resolved by PayPal. PayPal polices the XXXX page quickly blocking and deleting these complaints calling them " repetitive '' post when in all honesty its hard working people who only want PayPal to resolve their issue. I also have screenshots of PayPal warning me they would delete my posts and block me, which they have done. People need to be made aware of PayPal 's BAD business practices so they can stay far away from them. We need your help in exposing this.

I told them this and that the phone number on the invoice was also bogus but so far they will not refund my money. PayPal admited that they do business with XXXX Debt Collector .I asked to get in touch with one another to inform each other that my account is clean. PayPal said since my account is clean they cant open an enquiry or dispute unless theres a payment issue, which is not at the moment. I dont know how to deal with this mistery debt.. Consumer Complaint: PayPal has been deceptive in their fees. I have been selling items on XXXX, and PayPal charges the shipping fees, as well as holds the profits from the sale. PayPal is charging BOTH my PayPal account and my checking account for shipping fees associated with selling my items on XXXX. I've contacted both XXXX and PayPal numerous times, particularly in the Month of XXXX. XX/XX/XXXX was the last day of the conversations with PayPal and XXXX. Both companies should have our conversation history with dates. Both XXXX and PayPal kept giving me the runaround -- saying it was XXXX XXXX fault -- and vice versa. Furthermore, when I try to sell items on XXXX -- it asks me to chose the method of payment. If I select PayPal -- the ONLY options PayPal gives me are my personal checking/credit accounts. I want PayPal to be the payment method -- not my personal accounts, and certainly not both accounts. I finally -- on my own -- discovered how to stop the bleeding on future transactions, but I still have ten transactions that are owed refunds. The way I figured it out was to go into PayPal, find automatic payments. There, you can see my checking account is associated with my paypal account and ebay account -- this is where I was double charged. I clicked to deactivate this automatic payment -- then started a new automatic payments with PayPal only -- not linking a checking account. Now, when I sell on ebay -- it directed me to Paypal, and the only option for automatic payments was PayPal, and not my personal accounts. This seems to be an obvious UDAAP violation. The amount of runaround I received from dozens of representatives from PayPal and XXXX was absurd. I asked to escalate the issue numerous times and nothing was done. Instead, an order from XXXX arrived with a cheap piece of plastic that collapsed when I put my back on it. After trying to resolve the issue with the merchant, who did not provide a sufficient response, I turned to PayPal to dispute the charge, which I should be allowed to do for merchandise that was not received as advertised ( AKA a back stretcher that didn't collapse ). PayPal responded that for the {$34.00} purchase, they would require me to ship the item back to THE XXXX AT MY OWN COST, likely costing substantially more than the {$34.00} I paid for the item. Consumer Complaint: On XX/XX/2020 I used PayPal to send {$500.00} as a deposit on a puppy I saw online for sale. Later I discovered this person was a scammer and I never received my puppy. I notified PayPal but they have refused to do anything. While the transaction was authorized, it was clearly a scam and I never received the item for which I paid money. PayPal closed the case and refuses to take any more action. I am unable to get through to anyone on the phone. The PayPal online " resolution center '' is a dead end once PayPal has closed the case. I am blocked from taking any more action, speaking to someone, or appealing the case. Now I am attempting to close the PayPal account and PayPal won't even allow me to do that. When attempting to close my account online, I get a message that there is a " problem '' with my request and they refer me to customer service where again nobody is ever available to talk to. PayPal just abruptly ends the call " we can't support your inquiry over the phone at this time. '' Attempting to resolve problems with PayPal has been a nightmare. I have never encountered such poor customer service in my life. PayPal is enabling scammers and they refuse to take action to rectify fraudulent transactions and scams. They refuse to protect consumers.

Consumer Complaint: On XXXX XXXX, 2019 I cancelled a transaction on Paypal and authorized a refund. On the same day, Paypal received {$580.00} from me. All of this is confirmed in Paypal 's own records. Paypal never sent the refund, and kept the money instead. I have spent more than a year trying to get Paypal to deal with this. I have spent over a year with Paypal stalling, ignoring, insulting and lying to me. They always claim ignorance and claim they can't find anything in the records about it, until I show them Paypal 's own records which confirm everything I have said. Then the wild lies start. They claim a wide variety of conflicting things, including a claim that Paypal actually has " secret '' records which are the true records, and the records provided to the customers are all false. My personal favorite lie was when the Paypal representative said they hadn't sent the refund because the person to receive the refund has " insufficient funds '' in his account ... huh? How much does he have to have in his account to receive money from me?? And the representative still didn't seem to think Paypal would need to return the money to me in that case. The point is : Paypal will take your money, and keep it. And then refuse to return it ... no matter how much proof there is.
