Consumer Complaint: I am closing a bank account I have through ending in XXXX. To avoid the risk of having transactions charge to the closed account, which could result in fees and hurt my credit rating, I want to remove this bank account from Paypal. When I go online to remove the account, I receive an error message " We are unable to complete your request at this time ''. I am afraid to keep the account in Paypal, it doesn't have money in it and something may accidentally get charged to it. I have two other verified bank accounts in Paypal. There currently is no way to contact Paypal regarding my issue. When I call Paypal, I get a recording stating, " we cant support your inquiry over the phone at this time. Please visit the help center and send us a message. They will not take my calls. When I follow their instructions and go to the help center, sending a message, several hours later, a representative will respond and send a text code to my phone. After receiving the text code, I go back into messages and send it to them. However, a rep does not return for several hours and the text is only good for 10 minutes. After 2 days of repeating this process, Paypal said we have to do it by phone. Paypal has tried to call me but they always call before XXXX while I am working. I told them four times already only call me after XXXX EST. They call around XXXX or XXXX each time. Finally, today they said unless I can call them, they can't help me because there's no way to schedule a specific time for someone to call me. Their hours are until XXXX, but they won't set up a time when I am not working to speak with me. They won't help me in messages and they won't let me call them. Paypal asked me to call them but when I do, I get the recording to go back to send them a message. They tell me that they can't help me on messages, it must be by phone. I am afraid if this account remains in Paypal, then an accidental overdraft will occur resulting in costs out of my pocket and damages to my credit report.

Consumer Complaint: On XX/XX/XXXX, I received {$5900.00} via PayPal from a friend. I have been a frequent user of PayPal for family remittance, goods and services, and other bill payments since XXXX. After receiving the {$5900.00}, PayPal limited my account, essentially locking my ability to do anything - I could not refund, deposit, or close my account. As of writing it has been 20 days since PayPal stated they were reviewing my account to remove the limitation. As a compliance professional, I am well versed in account reviews, onboarding ( XXXX ), as well as enhanced reviews. I was informed that the review would take 3 days to complete after submitting my documentation showing the legitimacy of this transaction and previous ones. PayPal customer service stated the XXXX XXXX XXXX ( XXXX ), was 3 days. I requested the case be escalated several times - to no avail. PayPal stated I am unable to even close my account. I am unable to call into their customer service line, receive any useful information from their chat function, or use my account. Tickets were sold out on XXXX and a friend had told me that she had had really good experiences buying tickets on XXXX. I messaged a few people and one got back to me. I purchased four tickets for {$160.00}, with PayPal fees it amounted to {$160.00} on XX/XX/2019 to XXXX. Shortly after I sent the money, the person selling me the tickets deleted their XXXX account and I was no longer able to message them. I filed a complaint with PayPal outlining the exact altercations and reasons why I would need my money back, but they refused. They claimed that my story was not believable. Consumer Complaint: I have consistently tried to remove XXXX XXXX from my Paypal account. For 2 weeks now, it has literally told me " sorry we cant process this request. Try again later '' EVERY TIME. Paypal REFUSES TO ALLOW ME TO REMOVE MY XXXX XXXX ACCOUNT FROM MY ACCOUNT. Why does this bring me to file a complaint? Well because I have tried and tried again to remove it and Paypal wont let me so I added my XXXX XXXX XXXX account to my Paypal account and set THAT as my preferred form of payment. I should've been straight even tho it refuses to remove the XXXX. I have manually set MY PREFERRED form of payment to be my XXXX XXXXXXXX XXXX card. I ordered some XXXX and used my Paypal ( that supposed to deduct the amount using my XXXX XXXX XXXX ), instead of it charging my XXXX XXXX account, it charged my XXXX XXXX account that I have purposely XXXX out so that I can close it. I tried contacting Paypal numerous times and they force you to use their resolution center instead of being about to talk to a live person for an emergency such as this. I submitted the dispute and have yet to hear from them meanwhile XXXX XXXX is charging me late fees and I'm getting messages about hits to my XXXX CREDIT score. So not only is Paypal and XXXX messing up my money, they are interfering with my personal and business credit. All because they failed to honor MY setting. Now XXXX is saying that that negative balance is going to sit on my account, hurting my XXXX credit score every day its there until Paypal decides to respond and fix this. I will be severing ties with them both after this because I see I can not trust using these financial institutions for business or personal finances.

By mistake I complained before " I believe I ordered XXXX XXXX and XXXX XXXX update form a technician upgrading my computer and gained access to all of my personal information because he is the technician and he used my debit card through Paypal to make the initial {$470.00} then I was billed within a week 6 or 8 more of those payments and they went through and Paypal doesn't want to honor their commitment to me as a customer. Consumer Complaint: I disputed a payment with paypal for a transaction. I received a product that was completely different than what I ordered. Paypal communicated to the seller and seller offered partial refund, which I refused since I have no use for the product sent. Paypal said they would continue to investigate, but nothing has occurred since then. Paypal continues to increment the resolution date of my dispute daily and continues to do nothing. Here are some date I officially opened dispute with Paypal on XX/XX/XXXX I was told I could expect resolution by XX/XX/XXXX Each day since XX/XX/XXXX, Paypal has been incrementing the resolution date and continuing to extend it. The facts of my dispute have not changed and Paypal is just procrastinating on getting this resolved.
