Consumer Complaint: I hired a XXXX XXXX on XX/XX/2020, under the impression that he was a paralegal working for XXXX XXXX XXXX or XXXX XXXX XXXX, a supposed firm based at XXXX XXXX XXXX XXXX XXXX XXXX, CA XXXX. I hired him to help me file a small claims case, which involved sensitive legal information, including all evidence, prep discussions ( demand letters, who to serve, how to serve, laws broken/codes, etc ). He insisted that I pay him via PayPal " Friends and Family, '' so that he wouldn't have to pay business fees normally due ... a business. Since then, he has been unresponsive to questions ( never really answering them ; writing back in incomplete sentences or broken English, etc ), always late in getting back to me ( anywhere from several days to a week or more ) and has not provided a single document or served a single defendant in the case. I need to move this case along for urgent financial reasons. In my last communication with him, I requested him to provide some evidence that he had been doing work on the case, as I had paid for ... but he never responded. I have all emails and documents pertaining to my communications with this XXXX XXXX. I am out {$560.00} because I trusted XXXX XXXX XXXX as a legitimate legal service provider. When you go to their website, XXXX, you will find nothing of the sort, but a broken website. Further, he has communicated to me with a regular XXXX account, with no domain name assigned ; a non-professional email. I opened a dispute with PayPal Credit 's XXXX XXXX Credit Card about this transaction. I supplied all evidence to them of this man 's communications, etc, and they have only dragged their feet and provided not even a provisionary refund to my account. I do not feel PayPal is taking this matter seriously at all, and is using COVID19 as an excuse to avoid doing their jobs. They are completely unreachable by phone, and it is very difficult to reach their partner, XXXX XXXX, in this matter. Whenever I am able to finally reach them, they refuse to provide any updates on the case, and tell me to wait 60 days. I am not comfortable waiting for my rights to disappear under some unknown statute of limitations here. It has been long enough. I need a resolution promptly.

Consumer Complaint: Venmo opened a personal payment account for my daughter who is XXXX years old, in violation with Venmo 's own legal terms. My daughter is using this Venmo account to make payments for substances she is not legally allowed to purchase, namely vaping devices. Venmo failed to implement appropriate controls to confirm that my daughter, upon opening this account, was in compliance with the legal terms posted on Venmo 's website which state " To create a personal account, you must be a resident of the United States or one of its territories, be at least XXXX years old or the age of majority in your state of residence and use a cellular/wireless telephone number that you own. '' I have contacted Venmo via email to request that my daughters account be closed.

She was supposed to be here the weekend of XXXX XXXX, but never showed up and kept texting that she needed more gas money. By XX/XX/XXXX, I had sent her a total of {$770.00} and still no sign of her. Consumer Complaint: My PayPal was used to make unauthorized purchases of {$100.00} twice on XX/XX/XXXX. This was solved and I was refunded the money. I changed my PayPal email and password, ordered a new debit card through my bank and, and setup 2FA on my PayPal account. Then on XX/XX/XXXX, a money transfer of {$1200.00} was sent using my PayPal account, and a {$300.00} gift card was purchased using my debit card through PayPal. The {$300.00} charge was unable to be dealt with on PayPals end because it didn't show up in my account. However, I opened a dispute for the other transaction, only to have it be closed within a minute or two. At this point I called my bank ( XXXX XXXXXXXX XXXX XXXX ) and canceled my card, created a new email account and changed my Paypal password and email. The new email was used for the email setup part. When I attempted to contact PayPal via phone, I was told that they are not accepting phonecalls. I attempted to contact them through their message service on their site twice but was never transferred as promised by the service agents I spoke with. Before being " transferred '', both told me they would not give me a refund because the dispute was closed and had been labeled as " not unauthorized '', and it was impossible to open another dispute. When i checked my Paypal messages the next day, I noticed a reply from " me '' that was not made by me. This stated " no problem here, thanks '' or something to this effect. This message was sent at XXXX EST, a time that I was asleep and all my devices possibly able to access PayPal were off. From this I realized that my account had been completely compromised. This was the reason why my dispute with Paypal was closed so quickly. This is after changing every account setting and using every possible security measure. I also used virus and malware scanners on every single computer ( 1 XXXX and 1 PC ) I had ever accessed this account on. I also checked my phone for the same ( Android ). No issues were found. I am highly suspicious that this access is being made by an employee at PayPal, and my inability to contact them and have them investigate this has been extremely infuriating and has dealt me a great deal of anxiety wondering how much more my finances will be damaged. I had no other choice but to file chargeback disputes with my bank, and to close my PayPal account. As a final note, I recall the Paypal rep I spoke with after the XX/XX/XXXX incident telling me that the charges were made from the " same IP Address I used to sign in normally with ''. This is even more suspicious now after doing extensive virus scanning and my devices not even being powered on during the illicit message that was sent using my account. I am fed up with PayPal and their complete neglect of security and basic customer service. I will do everything in my power to warn others of this experience and hopefully prevent others from suffering from the same. Thanks.

The second item number is XXXX was paid on XX/XX/XXXX in the amount of {$100.00}. The total amount that was paid to PayPal was {$240.00}. Paypal is refusing to make payment on the items that i sold on XXXX, but was more than happy to accept the shipping fees that I paid them to ship the items sold to the purchasers. There were 2 refunds issued in XXXX back to the papal credit in the amount XXXX each. However i have also filed a dispute for XXXX ticket and was also credited an additional XXXX from Payapal credit on XX/XX/2020 resulting in the over-payment of XXXX. I have contacted Payapal credit numerous times to make this adjustment reversal of this transaction. Since the original charge was made under payapal, payapal insists that i have received 2 extra refunds from Paypal credit, which is not the case and want me to repay to payapl XXXX, which is wrong, What i owe back is XXXX extra refund in the amount of XXXX, which nobody seems to understand how to fix.

Consumer Complaint: On XX/XX/XXXX I placed an order with an online retailer in the amount of {$100.00} via Pay Pal Credit. The order was cancelled with the vendor hours later however the charge went through anyway. I had been in contact with the vendor several times and was assured a credit would be put through. I eventually filed a claim with Pay Pal credit and they issued a credit to my Pay Pal Credit account on XX/XX/XXXX. On XX/XX/XXXX Pay Pal denied the claim with a stated reason that it did not qualify for a claim. On XX/XX/XXXX Pay Pal applied a debit of XXXX to my Pay Pal Account resulting in a negative balance and subsequent non use of the account. I reiterate, that this debit was applied to another account and not a reversal on my Pay Pal credit account ( which is what should have happened ). I have been in contract with Pay Pal daily and they are pretty incompetent and unable to understand the issue. They are trying to collect a debt on an account that was not involved in the original transaction. The denied dispute has subsequently been reopened and re-classified as an item not received. Apparently it was denied the first time because Pay Pal did not like the category of dispute I used and rather than fix that it was easier just to deny it and apply a debit to an account that was not involved. In speaking to various representatives this seems to be a Pay Pal internal systems issue. In short, I placed an order, I cancelled an order, I received nothing and Pay Pal debited another account in error while attempting to perform a credit reversal. At this time the dispute is still pending.

Consumer Complaint: PAYPAL has run up {$87.00} NSF charges on my saving account which they were not authorized to use on a disputed charge. ON XXXX, XXXX and XXXX, they tried to colledct on this disputed charge at a cost to me of {$29.00} NSF each time. According to PAYPAL, I had a contract with XXXX on auto renewal and I needed to pay them. They have continued to harrass me emails to update my account to satisfy their charges all year long. the latest were XXXX, XXXX, XXXX and XXXX. I continue to block them and they just use another email address and they will not talk to me any more. _______________________________________________________________________ I tried an app from XXXX in XX/XX/2019, with a 10 day trial period, which I never used. My best contact with XXXX was with a robotic chat line with no success. They was no tech support or contact number. PAYPAL a year ago charged me {$69.00} and even then would not listen to me a year ago. XXXX had this on auto renewal without my knowledge or approval. PAYPAL paid again on this bogus charge.
