Consumer Complaint: On XX/XX/20 paypal placed two of my payments from a vendor that's paid me hundreds of time on paypal into a hold. when i contacted customer service on XX/XX/20, i was told there was no security hold and they would be released. when i went in on XX/XX/20, i found they were not released and contacted customer service. ive received so many different versions from these csr 's working at home. no one can give a straight answer and they just have no clue what they are doing. i can't get a manager on the phone or anyone to release these funds. they sent me instructions to send to the client that did not work and then when i asked for another route, we started back at the beginning with a csr that's unfamiliar with the situation. their own security system shows no reason for these to be held but it's like their managers are remote so aren't working currently. seems like they are holding the funds just to collect extra interest. very shady.

Consumer Complaint: Hi, My problem is with Paypal. I run a company here in XXXX and customers pay for products via Paypal. In XXXX I removed my old bank account so that I could replace it with a new bank account. Unfortunately, Paypal had locked all information changes which prevented me from changing anything on the account, including a new bank account. The old bank account wouldn't work either. Since then I have emailed them probably 30 times. Each time a robot comes back and says a typical we are sorry to hear your issue and tells me to try adding the bank account. Obviously this does not work. Eventually, it seems like a person comes to respond and says it is not possible to fix over the internet and you must contact Paypal by phone to fix the issue. But unfortunately, all phone lines are not working due to COVID. Perhaps wait a few days. Its been 7 months and have called all possible phone lines only to be hung up stating ... due to COVID 19 all phones are not available. My company is very reliant on these funds. Especially during our troubling times. Through this period of time, I have lost a lot of money due to the diminishing USD - NZD. I can not comprehend that they can get away with this. I have threatened court action and am now looking for a lawyer to contact them directly in the US. I just want my XXXX back so I can be done with this shoddy company. They have left their company to sail in the wind with major ramifications affecting their customers. I can not believe this company functioning as it is. What can I do??

Consumer Complaint: PayPal issued a refund from my account to a buyer for an item that I sold on XXXX. Even though XXXX previously denied the buyers request for a refund due to signs of fraud, being attempted on the buyers behalf. The buyer waited a few months and contacted XXXX and was able to successfully conduct a fraudulent refund based on PayPals practices. Which are a breach of XXXX policy to detect abusive tactics from both buyers and sellers on its platform. This is why XXXX closed the case months earlier when the buyer made his first attempt to scam me, the seller ( out of my product, and the payment that was issued to my paypal account ) for the product I sold. When I noticed that this was a scam I immediately alerted XXXX that PayPal was holding my funds and that I suspected this was a scam on the buyers behalf. XXXX escalation department examined the case closely, and agreed that this was an attempted scam on the buyers behalf. PayPal was notified and released the funds in my account. If PayPal had already been notified about this scam from this buyer. Why did they issue a refund to this buyer who was clearly a scammer? Pay pal refunded the money without proper evidence, and at my expense. I lost merchandise, the payment, and gained a negative point on my credit score ( for a negative balance of {$460.00}, because of their poor customer support practices, and conflict of interest policies.

Consumer Complaint: This complaint is against 2 companies : XXXX XXXX XXXX ( XXXX, NY ) & XXXX XXXX ( XXXX, DE ). I, XXXX XXXX, received a letter dated XX/XX/XXXX from XXXX XXXX indicating I owed a balance of {$3300.00} that had gone into collection from PayPal , Inc . Since I have never had an account with PayPal, I filed a complaint with the XXXX and XXXX XXXX quickly indicated that no debt was owed. I did not take it to the CFPB at that time since they fixed it. However today, XX/XX/XXXX, my wife, XXXX XXXX, received the exact same letter in the mail only it is for the amount of {$1400.00}. She just disputed it to the XXXX on her behalf to hopefully have that balance removed as well. If you go to the internet and search up this company, the first XXXX auto-search shows " Paypal scam '' so obviously this is a real problem. Their mailing address on both of the letters say : XXXX XXXX XXXX XXXX, TX XXXX That address on XXXX XXXX looks like a shack in the middle of nowhere. The second complaint is against XXXX XXXX as I, XXXX XXXX, received a collection notice for PayPal in the amount of {$46.00}. Coincidentally, that letter is also dated XX/XX/XXXX just as my wife 's was dated. Both of these were sent to our home address. If you XXXX XXXX XXXX, a similar auto-result shows up indicating " PayPal Scam ''.

Consumer Complaint: On XX/XX/2020, I sold a bike using XXXX XXXX. The buyer come to my house, picked up the bike, and paid me {$130.00} via PayPal. After the transaction was complete, and the seller left, I realized PayPal had placed a " mandatory '' 21 hold on the {$130.00}, to " allow for shipment ''. But I do not now, nor have I ever, shipped items to anyone. I reached out to customer service, and after going in circles with their automated online assistant. A live customer service agent told me that I would need to contact the seller and have them log into their account and let PayPal know that the item had been received for them to release the funds to me. I reached out to the buyer, but they are unable to log into their PayPal account. So PayPal has my funds frozen, and unavailable to me. I do not understand how this is legal. They've imposed an unreasonable rule and are illegal withholding my money. Please help. I do not own a business, or have any resources to fight this. I need the CFPB to help me.
