Consumer Complaint: First, I am a XXXX Senior with high underlying medical issues that is a HIGH RISK for the Corona Virus. CDC advised people of XXXX with High-Risk Medical Issues to stay at home. I filed a dispute of charge with Paypal but will not assist with the issue. Although the Pandemic Virus is deadly for me and no specific XXXX XXXX Policy for issues like this. I've had to skip monthly payments due to no additional funds coming in for me and creates a financial hardship. XXXX XXXX should refund the money on my Paypal Smart Connect Account because they are placing my life in danger to keep their revenue. Normally, I do not fly but wanted to participate in a Family Vacation. On XX/XX/2020, I placed reservations from XXXX to XXXX XXXX, CA for a cruise but there were more Senior citizen deaths, and more people diagnosed positive for the virus. I called XXXX XXXX to see how they were handling reservations with unavoidable issues. On a fixed income with a medical issue such as XXXX, XXXX XXXX XXXX, XXXX XXXX XXXX, and mainly respiratory issues. I needed to cancel the flight and cruise ... unfortunately I would have lost over XXXX for the cruise and XXXX for the flight, Therefore, XXXX XXXX offered one option and that was a discount on the flight. There {$200.00} they could have refunded but would not so place it to be used on a future flight. I explained I do not fly so it would not benefit me but they would not refund it. On today XX/XX/2020, XXXX canceled the cruise because it wasn't safe for the XX/XX/2020 cruise. Fortunately, XXXX cared more about their customers and provided 2 options. I decided to request the second option of which 100 % refund. I do not understand why XXXX XXXX does not assist its customers, especially Very High-Risk Medical Issues. XXXX XXXX would rather risk the customer 's life than lose their bottom line/revenue.

Consumer Complaint: An account limitation has been placed on my Paypal Account as of XX/XX/20 requesting that I provide an government Id and proof of fulfillment of a sale. That information was provided on the same day. On XX/XX/20 my Id verification was approved. I did not get any response on the fulfillment review. I reached out to Paypal via chat because they have closed there call centers and was told that the item had to be delivered before the limitation could be removed. My item was delivered and again I went back to chat and was told my account would reviewed in 24-72 hours this time elapsed and still no review was done on my account. I engaged chat again and was now told 10 days. I asked for a supervisor to contact me and was told by rep XXXX that her supervisor XXXX would call by end of day. Today is the XXXX day I have not received any phone calls and I am now receiving generic messages from chat that my account is being reviewed. I have no access to my funds which is being held by a company that it closed in a pandemic.

Consumer Complaint: I have a Paypal Debit Mastercard, which is linked to may XXXX XXXX Account. On about XX/XX/XXXX or XXXX, I noticed some transactions to XXXX which I did not authorize. I went to the paypal website, canceled the card. They automatically issued a replacement. I was not able to dispute the transactions which were pending, however, and they took that money from my XXXX account. Finally, after the transactions completed, I was able to dispute some of them. It took a while, but those got paid. However, instead of putting the money back into my XXXX account, which I expected, they gave it to me as a paypal balance. Then, more fraudulent transactions appeared, and again, no way to dispute them until they are completed. Then, they completed them, and used up the money that they had put in my paypal balance, again leaving me with no money to put back into XXXX, which even if I had tried to transfer it takes several days to do. Now I have XXXX in overdraft fees in chase. I have spent 20 days trying to contact Paypal, their call center is closed due to COVID19, and so although I am willing to wait hours to chat with someone, each time I am told that they will help me and then they either send me a message telling me to dispute them and how to do this, and cut me off, or just cut me off

Consumer Complaint: On XX/XX/XXXX made a purchase for a XXXX scooter it seemed like a good deal at XXXX actually exactally XXXX. I got nervous because it seemed too cheap especially with free shipping for a scooter which weighs 26 lbs. so I XXXX the website. Where I found that a lot of people were scammed from this site. It was about XXXX. But I immedently went through the process of trying to dispute the charge. I started with PayPal because they facilitated the payment although I didnt log into PayPal I checked out as a guest. Then I started a dispute with the XXXX XXXX people that is the digital and physical card that I have that I used to buy this scooter. I realized I had to wait til the next day. Anyway Im in contact with both them trying to get something done and receiving no response from the merchant at all. I looked up the number on the website. It was an international number but still it was disconnected. And emails to the merchant with nothing just a receipt it was obvious I was scammed and was never to recieve a scooter. Never got a tracking number. Until about two weeks later I received an email from the website I purchased the scooter giving me a track number which said my package was delivered less than 24 hours after I purchased it. And XXXX said it weighed 11lbs. This is shocking and untrue. I filed a complaint with ups. And even though I gave them being the XXXX XXXX customer service XXXX and several representatives from PayPal irrefutable evidence of my case. I have links and screenshots and testimony from other people online ripped off by this website and i will give it you. And also representatives for PayPal telling be how they see these scams a lot and gave me an explanation of how this site was able to pull it off. But PayPal didnt really want to work with me because i checked out as a guest and must not have looked at the evidence I submitted which showed by ups that there was no package. I have all of this documented my claim denied. I dont have a lot of money or time Iam ill but willing to fight for myself in this. I dont know if 100 is even enough to report through this channel but I need to try something I researched it and that led me here. The website is XXXX then ripped me off and the institutions i went for help in this denied me.

Consumer Complaint: On the evening of XX/XX/2020 into the morning of XX/XX/2020, I was robbed of my cell phone and debit card in XXXX XXXX, LA ( I was presumably drugged as I don't remember much ). The thieves used my phone to access my PayPal account by changing my login password using my phone as the means of verification. They subsequently sent fraudulent payments to a " XXXX XXXX. '' I disputed all transactions ; however, the automated PayPal service to review fraud identified no wrongdoing. I reached out on multiple occasions to explain the situation. Finally, on XX/XX/2020, I was asked by PayPal to provide a police report. I did so, to which PayPal told me it didn't matter that I had a police report. As a result, I have a negative balance in the account of {$800.00}. As this was fraud, I don't believe I should have to pay this balance.

Consumer Complaint: I opened a PayPal account in order to send and receive money online. I was able to process online transactions for payment, but PayPal said I had red flags to resolve on my account, and that I needed proof of address. I sent them a copy of my bank statement, to show proof of address. I was then sent money from another PayPal account, and PayPal will not give me that money. It was not deposited into my account, I can not access it. The sender has already had it deducted from their bank account and can not resend it to me or send it to me any other way. PayPal has my money, and will not give me access to it.

The amount is XXXX They have basically told me the transaction is complete and cant do anything else! My bank has done every investigation possible and can not locate the money PayPal says they released to my bank. PayPal will not do anything to help locate the money or work with me to figure out where my money is. Im still missing my XXXX and all they say is the money was put into my bank account which is NOT TRUE .. no money went into my account. I have sent numerous messages to PayPal and received replies that nothing can be done. PayPal phone representives are not taking calls so communication is through messaging on the App only! This is a lot of money and it belongs to me.
