Issue: Unauthorized transactions or other transaction problem
Subissue:
Consumer Complaint: I have informed Paypal that these transactions are XXXX, and need to be refunded and charged back to the merchant. I cancelled the agreement 4 months prior to the free trial ending. Not only did the merchant charge me for 1 account, but they charged me for 2 accounts for music service as 2 different levels with the same account with paypal. There is not anyway a person would need more than 1 account. The company in question is XXXX an online music streaming service. They will not answer phones and will not communicate directly. My virtual wallet credit account Paypal did stop further transactions, but has not and has refused to refund the unauthorized transactions. I need the funds in question, plus the original trial funds returned to me as promised. As Paypal dispersed the money without my consent, and is not properly responding to the unauthorized transaction and calling it a billing agreement I hold them responsible. There was no agreement in place. I saw the charge and immediately requested the refund. The service was never used, not paid for or trial. You would think the companies would do the right thing but as this juncture they refuse. Your help in this matter would be appreciated. Here are the paypal transactions XXXX XXXX XXXX XXXX XXXX XXXX XXXX my log in id is XXXX XXXX

Consumer Complaint: I ordered a XXXX XXXX XXXX XXXX XXXX Calculator from a website that looked very legit but from whom I have never ordered before. XXXX When I checked online with Paypal to make sure payment went through I was surprised to find the seller 's email address looked very suspicious yet there was a XXXX tracking number that said my package was on its way. Needless to say, I never got it. I filed a dispute with Paypal and just learned that it was in favor of the seller! Today, I followed up with XXXX thinking it might have been a delivery issue and I found out that the package ( associated with the tracking number on PayPal ) was from XXXX, was delivered to a different customer at a different address, and weighed 33.5 lbs! ... a calculator does not weigh that much. The tracking number PayPal had was from a package that had NOTHING to do with me! Now I'm left wondering how does PayPal resolve their disputes. I called them and there is no customer service because of the pandemic, however, I did read on their site that they don't reopen closed disputes. Do they not follow up with the seller and delivery provider?! HAD they actually done their job they would have learned the same things I did. I have have been with PayPal for years, now I'm, wondering, why bother? Can you help? Here is the necessary information on that case : Dispute Case ID : XXXX Transaction Amount : {$67.00} USD Dispute Amount : {$67.00} USD Transaction ID : XXXX Transaction Date : XX/XX/2020 Thank you!

Issue: Trouble using the card
Subissue: Trouble using the card to send money to another person
Consumer Complaint: I received a PayPal prepay card and loaded money onto the card. After making a few purchases I started having trouble sending money. The next morning I received a message about my account being blocked. And they were holding my money for 180 days. I have called numerous times and only get an automated answer about their call support center be closed due to COVID-19. It has taken me all day repeated to even get someone to message me back. Then I get the run around and sent to someone else who half the time ends the conversation before I can answer. I have asked to be co tacted my someone with more authority and they tell me to call customer service. I have explained to them that the call center is closed and they tell me to wait a few more days. I prepaid this money onto my PayPal and now they refuse to allow me any a cross to it or even speak to me about it.

Consumer Complaint: The government informed me on XX/XX/2020 that I would have my stimulus payment deposited into my PayPal account. However, PayPal has not processed my stimulus payment and it's not even showing in my account as pending, four days later. There is no way to get a hold of PayPal by phone and they are claiming that they don't have enough staff to man the chat on their website for customer services. This seems contradictory though, because employees online are claiming that they were sent home with computers so they could work from home. Either way, I have been ignored by the company and was also told by whoever mans their XXXX page that if I post anymore information about how people can file a complaint against PayPal for this mismanagement of their account/money would get me blocked from posting on their page. So, in all ways, I am being shut down as a customer by the company. With this being during a world-wide pandemic, they have made mine and my family 's suffering even worse, as we are heavily relying on that stimulus payment.

Issue: Attempts to collect debt not owed
Subissue: Debt was result of identity theft
Consumer Complaint: While processing a payment for an online purchase through PayPal, I was the victim of Identity theft. I thought I was communicating with a PayPal employee ; however, someone intercepted and instructed me to use a link to fix a problem with my account. I was using my debit card. In the space of a few minutes, the criminal transferred four payments from my bank account amounting to a total of {$2400.00}. As soon as I realized what was happening I ended the call and attempted to contact PayPal without success. I then called the credit card company and cancelled the card. I notified my bank immediately and they refused to pay PayPal for the transferred pending amount when they found out I had been victimized. I registered complaints with PayPay explaining that I did not authorize the payments. They were negligent because they failed to monitor my account. The purchases were way out of line for my customary types of purchases. I never made purchases that amounted to more than {$150.00}. They should have questioned the 4 transactions because the purchases totalled {$2400.00} and were placed within a period of a few minutes. I contacted the PayPal customer service department who transferred me to their Resolution Department. Three attempts were made to resolve the problem, but they refused to work in my behalf. They informed me the payments were not unauthorized. The incident happened on XX/XX/2020. PayPal has assigned a collection agency to collect the {$2400.00}.

Consumer Complaint: I had a dispute with a seller about a transaction which I initiated through Paypal and then initiated a chargeback through XXXX. This was done on XXXX, XXXX. Fast forward today, paypal claimed that I won the case and they sent the money to Visa a long time ago ( in XX/XX/XXXX ). I have confirmed with chase that they have never received any money from paypal or visa either. In addition, XXXX claims that they can not speak to Visa on my behalf either. I need to speak with someone at Visa because the funds are now missing and Paypal and XXXX does not have them. I tried to speak with Visa before and they told me to speak to XXXX, who again, is telling me they can't contact Visa. When contacting Paypal they are incredibly unhelpful. For example they are sending me messages ( even meant for the seller ) saying that the transaction has no seller protection ( even though the Buyer ) In summary - The buyer ( me ) doesn't have the funds. The seller ( siegestudios ) doesn't have the funds. Paypal claims they don't have the funds and sent the money to chase. XXXX claims they don't have the funds. Paypal is telling me to contact XXXX because the case is closed. XXXX is telling me to contact paypal because the case is closed. Where is the money???

Consumer Complaint: On XX/XX/XXXX I bought from XXXX some face masks. Paid thru Paypal amount of {$42.00}. The seller ( I'm assuming ) is from XXXX. They have long since went past the due date for shipment. I filed a complaint with XXXX and Paypal. XXXX started to act on the complaint but closed the case because they saw I made a claim against Paypal also. Don't know why that matters or who I should have filed with first. Pay pal has done nothing to help. The seller comes back with XXXX saying they are overloaded because of the flu.
