Consumer Complaint: Upon checking my credit report for the first time in years, I noticed I have a collection. I have no knowledge of this account. I am demanding the removal of the collection as well as everything else attached to the account that is negatively impacting my score from all three major credit reporting agencies, XXXX, XXXX, and XXXX. I would also like to note that regardless of the validity of the debt, The collection agency is breaking H.I.P.P.A. laws by sharing medical information. Here is Subsection ( d ) ( 3 ) From the revised XX/XX/2018 Fair Credit Reporting Act. Restriction on sharing of medical information. Except for information or any communication of information disclosed as provided in section 604 ( g ) ( 3 ), the exclusions in paragraph ( 2 ) shall not apply with respect to information disclosed to any person related by common ownership or affiliated by corporate control, if the information is ( A ) medical information ; ( B ) an individualized list or description based on the payment transactions of the consumer for medical products or services ; or ( C ) an aggregate list of identified consumers based on payment transactions for medical products or services.

Consumer Complaint: I was contacted by phone on XX/XX/XXXX and informed an I.C. System representative named XXXX XXXX the account they called me about was related to identity theft. I also informed her that they were not to contact me anymore via phone. On XX/XX/XXXX, I received a letter dated XX/XX/XXXX from the same company about the same alleged debt. On XX/XX/XXXX. I faxed a fraud affidavit, the police report and submitted a dispute online regarding the fraudulent account. On XX/XX/XXXX, this account was reported on my credit file. The letter specifically stated that I had 30 days to dispute the validity of the alleged debt and they put it on my credit after 8 days of being made aware. They knowingly and willingly caused me damage and violated the FCRA and my personal credit rights. I called on XX/XX/XXXX, XXXXand spoke with a XXXX XXXX and informed him of the violation and the call was disconnected somehow, but after he verified that the account was XXXX out. On XX/XX/XXXX, I called very upset and spoke with XXXX XXXX, XXXX XXXX and XXXX XXXX to question why the account was still on my credit file. They simply stated that it was in the process of " being deleted. '' In the meantime, I was in the process of shopping for a new vehicle because I was having car problems. Their reporting of this account resulted in me being left without reliable transportation for my family.

Twice I have been told something would be mailed to me and three times I have been told they have requested proof from the provider and never have I received proof nor does my insurance carrier have any record. Consumer Complaint: On XX/XX/2019 I notice a huge discrepancy in my XXXX account. An unauthorized transaction in the amount of {$2600.00} was taken from my account from XXXX. XXXX jacked up the price of the amount owed, this is not right. On top of that after they took the money from my account XXXX sent me another letter charging me late fees on a account that has been closed since XX/XX/2019. I contacted the bank to dispute this charge and also filed a CFPB complaint for the bank that's still pending. XXXX has been in contact with XXXX in regards to this transaction and refuse to refund my money/differential. I received a letter dated XX/XX/2019 from a IC Systems collection agency informing me that the XXXX account # XXXX in the amount of {$2600.00} was turned over to them. On a letter dated XX/XX/2019 I received yet another letter from the same collection agency offering me a settlement on this XXXX account for {$1800.00} I still though that was to high, but I was ready to accept the offered amount and move on. Also please note the collection letters have different amounts owed.

Please be advised that this is not a refusal to pay, but a notice sent pursuant to the Fair Debt Collection Practices Act, 15 USC 1692g Sec. 809 { b } that your claim is disputed and validation is requested. This is NOT a request for verification or proof of my mailing address, but a request for VALIDATION made pursuant to the above-named Title and Section. I respectfully request that your offices provide me with competent evidence that I have any legal obligation to pay you.
