Consumer Complaint: On XX/XX/XXXX, PayPal permanently limited my account, my wife 's personal account and my personal account for non-fraudulent violations of their Acceptable Use Policy. Furthermore, they stated that they would be holding my entire balance of {$280.00} for 180 days to cover refunds and potential chargebacks. For the entire calendar year of XXXX, I had a total of {$0.00} in refunds. I had {$0.00} in charge-backs ( see the attached report from my PayPal account ). It may be fair for them to offer me services, but all of my payments were for services and not for products sold. I don't have PayPal set up on any website.

Consumer Complaint: This complaint is about PayPal holding my money and refusing to release it to me. They are holding the funds without my consent and are acting arbitrarily in this matter. They have been unable to provide an explanation for why they will not release my money to me. On XX/XX/2020, I received a payment of funds into my PayPal account. The amount transferred was {$2600.00}. When I went to withdraw these funds online, the system would not allow me to complete a full withdrawal. The maximum they would disburse to me was {$1000.00} each month. I called customer service on XX/XX/2020 about this issue. I requested they release the entirety of my funds to me. This request was denied by a person who identified herself as a Supervisor. By way of explanation, the Supervisor at PayPal said that " government regulators '' require them to verify customer information. In order to " verify '' my account, I would have to link a bank account with my PayPal account. By linking the account, I would have to provide PayPal with my bank account 's password, and also authorize PayPal to make withdrawals from my bank account! The Supervisor at PayPal said that I had to take these steps if I wanted to receive my funds. PayPal provides an option to transfer funds via my Debit Card for a 1 % fee. In my case, this would be a fee of {$26.00}! I repeated my request to have my funds released to me, and the representatives at PayPal refused. They also said that there were no other administrative options to pursue this further.

Consumer Complaint: Today I was working at a XXXX XXXX XXXX when two women asked to pay me via paypal for dresses they were purchasing. Each dress was for {$40.00} each. I've made several sales over the last few days with no issue so I assumed this would be the same. I invoiced them making sure to select that it wasn't a shipped item. They paid. I handed them their dresses and they walked away. However when I went to transfer the money out of paypal so I had food for my XXXX and gas money, the funds were on hold until I updated tracking. I reached out to customer service for help. They told me that the customers would have to accept the funds or else it would be 21 days until I recieved them. I tracked down the customers in the XXXX XXXX and managed to catch them as they were leaving. Neither were willing to confirm and both joked that maybe they'd take the dress and the money by filing a claim since I can't prove I handed them the dress in person. I relayed all of this to multiple paypal reps. Only to be given the same scripted response that unless I can find a way to force 2 strangers to accept the item on paypal, I'll have to wait 21 days, and thats if they don't file a false claim. I begged and pleaded for them to release the funds and they will not. These XXXX XXXX are how I put food on the table. And this evening myself and my XXXX are without money we desperately need because PayPal is protecting scammers instead of releasing funds. My account email is XXXX.

Consumer Complaint: The company is XXXX XXXX XXXX XXXX in XXXX, DE XXXX. They sent me an invoice for {$110.00} from a creditor : PayPal , Inc . They claimed the account opened on XX/XX/2012. They gave a bogus account number also. I have never dealt with XXXX, XXXX privately or professionally in my business career. I have never heard of this company as well. In looking on XXXX, this company has several complaints like the one above trying to get money from decent consumers. I have contacted the XXXX XXXX XXXX as well, and they say they can't do anything about it. What's wrong with that picture? This company is a scam and someone should try to stop them from these fraudulent activities. This company needs to be brought up on charges from the Attorney General 's office in XXXX, DE. I hope no one responds to their bogus requests and threats.

This was never delivered, and the artist eventually admitted they were not able to finish it. Afterwards, I asked for a refund, which they agreed to, but never sent the money. I occasionally checked up on them, roughly once a month, but they would simply say they were getting on it. Eventually, they started leaving my messages on read.

Consumer Complaint: Sunday, XXXX I tried to make an XXXX purchase on XX/XX/XXXX. During the checkout process, I received an error message : " We can't process your payment. Try again, or select a different payment method to check out. '' I used a credit card for my purchase and did not select the PayPal option. After several calls to XXXX support, I learned that the error message is : " Payment Validation Error - XXXX '' The final decision from XXXX support was for *me* to call Paypal to determine the reason my payment was not accepted. Paypal is XXXX 's primary transaction processor and it was probably the root cause that my payment was not being accepted. After a lengthy conversation with Paypal it turns out that my Paypal account has been blocked due to suspicious activity. Here is the notification : " We noticed that you've been using your PayPal account in a questionable manner. To understand this better, we will require some information from you. In an effort to keep your account secure, we've also limited certain features in your account. You'll be able to regain access to these features once you provide the information we've requested. Reference ID : XXXX '' I have known about this problem for about 3 - 4 months and have been able to make credit card purchases on XXXX which should have nothing to do with Paypal and have previously worked. Now, every purchase that I try to make via XXXX is getting blocked by Paypal. Please keep in mind that I am not selecting the Paypal option, it's just that Paypal is blocking all of my credit card payments before the transaction can get to my credit card company. I have had an XXXX account and Paypal account since XXXX. I have been through a couple of reactivations where I did not use the platform for long periods of time. I don't mind and want to close my Paypal account because I don't believe they should have control over my ability to transact online commerce with XXXX. However, I am not allowed to close my account because of additional requested information. Of course, closing my account would limit my ability to sell items but I never used XXXX as a sales platform anyway. Given what I have learned during my ordeal, Paypal has the ability to hold your money for 180 days if your account is suspicious or banned. What can I do to allow standard transactions to occur on XXXX without involving Paypal? In other words, there are XXXX users that do not have Paypal accounts and are allowed to use their credit cards for payments. I would like the same courtesy.
