Consumer Complaint: I was contacted by IC systems approximately 1 month ago requesting payment for a debt that I had previously paid over 2 years. After I informed them of this, they indicated that because the company was based in NY XXXX, the state laws require the company to validate the debt first -- if they could not validate that the debt was not paid, there would be no additional action. At that time, the collection had not been reported to my credit report and I was explicitly told that if the company could validate that the debt was not paid, it would not be reported until I was contacted to provide additional verification. Approximately 1 month later, I was notified that there was a new collection placed on my credit report. When I called IC systems to inquire, the indicated that the debt was validated as still outstanding by the vendor so it was reported to the credit bureaus. After extensive discussion where I indicated that this was not the agreement made with the previous representative, I was told that they only way they could " delete '' the listing on my credit report was if I paid the debt but that this was a " XXXX time '' agreement and I needed to make the decision now. Because I had paid the debt previously, this amounted to extortion - I was forced to make a decision to pay the debt again or deal with ongoing disputes with credit agencies providing documents verifying the amounts ( which I have ) with not certainty that it would be removed. Given the lack of certainty and the fact that I was " forced '' to make a decision on the line, I opted to pay the debt. At this point, I have already paid the debt and hopefully this will be deleted from my credit reports as promised. That said, these practices at the least are extremely unethical and most likely illegal. First, misleading me about the process with respect to a dispute process and then posting to my credit report without informing me about the result of that process is bad business practice. Second, threatening that deletion would not occur if I did not pay over the phone is extremely disappointing and represent extremely questionable tactics on the part of the collection agency.

Consumer Complaint: I have a medical debt from my new born child from XXXX XXXX XXXX ( XXXX ) when she was born on XXXX XXXX 2015. I was covered under my father 's health coverage but my daughter was not when she arrived. I applied for her health coverage under the affordable care act ( ACA ) under the state of New Jersey on XXXX XXXX of 2015 and received a confirmation number but as of this day I still do n't have medical coverage for my daughter. I contacted XXXX XXXX who is my daughter 's primary doctor of the fact and could they put me on a payment plan until coverage begins, they verbally said they could and was also informed that her initial debt from the hospital would get paid when her coverage began. Contrary to what I was told by their office staff, it went to IC System collections. Regarding getting coverage in my state, I received a confirmation number when initially applying and have been following up regularly and had to submit pay statements from my part time employment for the process to go further. Like I said in the aforementioned, my daughter is still not covered medically and I just received a rejection letter regarding my daughters application due to the person processing her application did n't see an address for my place of employment. I think this wait for her coverage is way beyond what was envisioned when the XXXX was instituted. I just wanted to bring awareness to other federal and state agencies and know of the dilemma I am encountering and the inefficient processing of my over 6 months old application. I am hoping this complaint, can also inform future care givers of the problems faced with applying for medical coverage within each state and navigating the bureaucratic maze. I am not ruling out seeking the counsel of a lawyer to address the enrollment delay and collection tactics. I question the legality of collection tactics while XXXX applications are still being processed. Thanks for looking into my complaint.

Defendant called the plaintiff no less than 29 times in 30 days violating the statues under which plaintiff has brought his claims. Plaintiff successfully undercuts defendants, I.C. System, Inc. ( " defendant '' ). Defendant attempts to squirm out of accountability by claiming they never violated the TELEPHONE CONSUMER PROTECTION ACT ( " TCPA '' ) or CONNECTICUT PUBLIC ACT 14-53, codified C.G.S.A. 42-288a ( " CPA 14-53 '' ), " AN ACT PROHIBITING UNSOLICITED COMMERCIAL TEXT MESSAGES AND INCREASING PENALTIES FOR VIOLATIONS OF THE DO NOT CALL REGISTRY ''. Plaintiff justifiably seeks the Connecticut " statutory '' relief of {$20000.00} per call ( {$580000.00} ) plus the Federal " statutory '' relief of three times {$500.00} per call ( {$43000.00} ) for a total of {$620000.00} as stated in his original complaint regardless of whether he cross-motioned or not. Plaintiff objects to defendants motion for judgment on the pleadings and plaintiff objects to defendants inappropriate multiple memorandums of law ( which allegedly violates the judges local rule which states : " Sur-reply Briefs - Judge XXXX discourages the filing of sur-reply briefs and allows them only as necessary to address a significant issue or legal authority that has been raised by the opposing party for the first time in its reply brief. ) Defendant rejects this rule by filing again on the same issues. Defendant also violated local rules by filing the second memorandum of law after the five day due date required. Defendants motion for judgment on the pleadings should specifically be denied and plaintiffs complaint ruled upon in plaintiffs favor awarding plaintiff with {$620000.00} in statutory fines and court costs. 3STATEMENT OF FACTSDefendant called the plaintiff 29 times in 30 days against the plaintiffs wishes. EXHIBIT A shows absolute proof of evidence of each call made by the defendant, even after plaintiff told the defendant to stop ( a violation of .G.S.A. 42-228a ( 11 ) ( c ) ). Defendant is the defendant in over XXXX lawsuits filed for similar complaints as seen in EXHIBIT B. Defendant then claims that " in the interest of judicial economy '' defendants statement of facts is already asserted in XXXX XXXX ; yet defendant goes on for XXXX pages rehashing statutory arguments again ; not to mention the unnecessary attorney affidavit defendant filed which local rules discourage. Plaintiff would argue that there is not much room for the Court to maneuver when a statutory penalty is involved. If they did it they have to pay. The Court does n't decide the penalty because the statute has already decided it for the Court via the Legislature. Consumer Complaint: Received a call from XXXX at XXXX on XXXX/XXXX/2015. The man on the phone kept asking for personal information, but when I asked him any questions he would only state that it was a personal business matter and could not provide any information until I verified my identity. I hung up on him without getting his name unfortunately. Today ( XXXX/XXXX/2015 ) I got another call from the same number. This time I made sure to get the woman 's name : " XXXX ''. She kept asking me to verify my information, and I kept refusing to verify any information until she told me the name of her company. She said it was " IC Systems ''. I asked for the company 's mailing address and she refused to provide it ( like actually refused! ) unless I would verify my identity. I could n't believe it and incredulously asked if she was really refusing to give me their address so I could send a cease and desist letter. At that point she said she was terminating the call and hung up.

An identity thief used my personal information without my permission to open an account several account in my name this debt is not mine. I have enclosed proof of my identity and a copy of my Identity Theft Report. In accordance with the Fair Debt Collection Practices Act, I am asking you to stop collection proceedings against me and stop communicating with me about this debt, except as the Fair Credit Reporting Act allows. I also ask that you notify I C System, Inc ACC # XXXX and tell them the debt is the result of identity theft. Consumer Complaint: I had an outstanding balance of {$300.00} due to XXXX XXXX that I was not aware thinking insurance had paid for it. Since I was not aware of this balance, it eventually went to IC System collection. When they called for the very first time, I was informed they were trying to collect a bill for {$400.00}. I told them I was not aware of it and they followed up by providing the statement from XXXX XXXX for {$300.00} plus a XXXX collection fee. I informed them it was unfair to charge me a 35 % collection fee as I was not aware it and it very excessive. I told them I would pay the due amount or at least reduce the fee to a honest amount. They would not here it and told me I had to pay full amount or destroy my credit. Which they did the following month byt reporting a collection item on all XXXX credit bureaus. I am still willing to pay the correct due amount and hoping the negative information be removed from my credit report. XXXX XXXXXXXXXXXX
