Consumer Complaint: On XX/XX/XXXX I made a purchase for a toilet from home depot for a toilet totaling {$370.00} including installation and shipping fee. However, the toilet was never delivered. I made XXXX XXXX aware of this and they had started a refund for me. They initiated the refund in XXXX payments, the first for {$130.00} and I received this on XX/XX/XXXX, the second payment was {$170.00} on XXXX XXXX that I never received, and the third was for {$59.00} and I received this on XXXX XXXX. All three receipts are attached. The purchase was made online through my paypal account that is connected to my credit card with XXXX. Since then, I've tried contacting both XXXX and XXXX of which both deny knowing where the money is. They refuse to help me any further and made me liable for a toilet that I've never seen. I'm a struggling student trying to make ends meet and I saved for along time to have enough for this purchase. I now have {$170.00} disappear into thin air because they somehow lost my money through their online process. I wish there was something we as consumers could do to protect ourselves from companies that use these receipts to basically deny us of any claim.

Consumer Complaint: I wanted to book a hotel and pay with Paypal. I used an online Master Card gift card saved in my Paypal account to book the hotel. The transaction proceeds as normal and I get an email confirmation about my purchase. I later find out that the Master Card gift card I authorized to pay for the purchase was not used and instead Paypal charged a Visa card I had saved to the account in the past. This is a deceptive practice on Paypal 's part. At no point did they email or state on the website during the transaction that my Visa card was going to be charged because the Master Card was not charged. Had I known they weren't able to charge the Master Card then I would have used a different card to complete the transaction and not the Visa card on file. After I saw my Master Card was not charged I called Paypal and the message I got stated they were unable to book my trip. I then booked a different hotel on a different website because I did not have a hotel reservation. Paypal has my money for a trip they said they were unable to book and that I never used. Paypal 's unauthorized use of my Visa card has caused me to incur an overdraft fee as well.

Consumer Complaint: I have maintained a PayPal account for over XXXX decades without any issues. I primarily use this to buy and sell goods on websites such as XXXX. I usually have XXXX transactions per year. XXXX days ago, I was notified that my account was permanently suspended for violating terms of service. The reason given was that I was using a XXXX to access PayPal, purportedly a breach of the PayPal ToS. As a XXXX XXXX, I naturally reviewed the most current ToS and I was not able to find a single provision that uses the term XXXX or XXXX XXXX XXXX, let alone XXXX that purports to prohibit consumers from using XXXX to access PayPal. I was also told that VPNs are not allowed because " hackers use them to commit fraud '' and PayPal needs to verify that it is me who is logging in every time. I would point to the fact that I have XXXX enabled on my account with literally ensures that it is me who is logging in every time since my log in requires the entry of a XXXX-digit code that is sent every time to my mobile device. XXXX have legitimate uses and I would submit that they are essential to any cybersecurity plan to prevent unauthorized access. Essentially, I have been discriminated against on an illegitimate basis and can no longer access my account.

Consumer Complaint: I have been using PayPal for years, making purchases on XXXX and others. I made my first sale on XXXX and the funds were sent to PayPal on XXXX from a sale. I now have a balance sitting in my account for {$96.00}. I can't seem to set up a way to have it transferred out of the PayPal account to my credit card that is linked to the account, nothing can be set up on their website because it just doesn't work right. I gave up on waiting for hours on the phone and trying everything that customer service told me to do, so I clicked on the radio button that said just send me a check. That doesn't work either. First customer service told me my address wasn't verified, then they told me I had to link a bank or checking account in order for them to mail me a check. I don't want to link my banking information with them, I just want MY money minus the fee that they charge to mail out the check. Aren't they wrong keeping my money? Can you please help me?

Consumer Complaint: i have had a paypal account for years and never had issue with accessing my account. now paypal is demanding a cell phone and number or i can not access my account online. the issue is i do not have one to give them and i do not see the need to buy a phone and service to access the account which is rarely done. most companies use an email or a phone call to verify it is me. i have a landline which is on the account and i have an email which is on the account but they refuse to use them so i am locked out. i am XXXX years old and have issue with touch screens as i have low capacitance in my body so the screens do not work well. i use a computer and keyboard. the so called cell phone is also a security breach so it really is not any better as sims can be copied and hacked.
