Consumer Complaint: In reference to previous CFPB complaint ID # : XXXX submitted XX/XX/XXXX : American Express has violated my rights and failed to address these violations or lawfully remedy the issue to my satisfaction. On XX/XX/XXXX, American Express states in their response ( enclosed ) to this complaint that they lowered my credit card limit based on valid reasons and in accordance with our policies and procedures. This statement confirms more violations of federal law by American Express. Corporate policies and procedures do not supersede Federal Law. The decision to lower my credit limit was based upon the following information in the enclosure document dated XX/XX/XXXX ( enclosed ) : The balances on your credit and/or charge Card accounts within and outside American Express , as indicated in your credit report, are high relative to your income known to us. This action is a direct violation of 12 CFR 1002.4 ( a ), 12 CFR 1002.7 ( a ), and 12 CFR 1026.12 ( b ). American Express has admitted to discriminating against me on a prohibited basis, utilizing information from illicitly obtained consumer report. American Express did not have actual, implied, or apparent authority to transact in this manner ( unauthorized ) and I received no benefit. This is also an egregious violation of the Graham-Leach Bliley Act, 15 USC 6802 ( 1 ). As a nonaffiliated third party, American Express obtained a consumer report from a consumer reporting agency without express written consent, permission, or knowledge. My nonpublic personal information was disclosed by a consumer reporting agency to a nonaffiliated third party ( American Express ) without clear and conspicuous disclosure. I was not given the opportunity to direct that my information not be disclosed in this. I was not given an explanation of how to exercise my nondisclosure option. In addition to discrimination on a prohibited basis, unauthorized use, and unlawful access to my consumer report, I still remain harmed financially and emotionally by American Express ' previous violations of federal law noted in CFPB complaint ID # XXXX which include violations of 15 USC 1602 ( f ), 15 USC 1602 ( p ), 15 USC 1691 ( a ) ( 3 ). My rights have been violated and I have suffered financial damages. I was unable to provide for my family, make necessary household repairs/improvements, or invest in my business during COVID-19 pandemic when I needed financial assistance.

Consumer Complaint: Upon looking for a flight, XXXX advertised that I would receive {$400.00} off of the fair if approved and 70,000 sky miles after being approved for the AMerican Express SKy Miles program. Upon approval, the cite would not let me use anymore than XXXX of the card and wouldn't even allow split payments. Therefore I could not have received the bonus on the card and the miles because it would not allow me to use the card. This is very misleading and abusive to get me to apply for the card. I was so upset, I called and complained after receiving the card and cancelled having never used the card. I applied on XX/XX/XXXX and canceled when I realized I had been duped in XXXX. I was told I would revived an e-mail of my complaint and they said it would be escalated and I never received it.

I check to see which account was reporting that information and it said American Express, I tried calling and speaking to a representative to get a letter stating that they did receive a payment on XX/XX/XXXX in which I have proof it was deducted from my bank account for the amount of {$640.00}. I then spent an hour and 15 minutes on the phone with AMEX playing phone tag between the credit bureau and customer service department nobody could get me a letter showing that for the month of XXXX my account was paid.
