Consumer Complaint: I have an account with PayPal. I have been trying to withdraw approximately {$13000.00} from that account back to my linked accounts with two major XXXX XXXX from which I made the initials transfers into the PayPal account. Neither the mobile application or PayPal 's website is allowing the transfer due to systems issues. I have even tried to withdraw the funds by requesting a check to be mailed to my residence. That functionality is disabled as well. I have reached out and have spoken with a PayPal representative. The representative acknowledged the technical problems PayPal was experiencing and advised that the issue should be resolved within 48 hours. I asked if the representative can process the check to me after having verified my identity, and her response that she does not have the systems capability to manually process that request. Unfortunately, the issue was not resolved within the promised timeframe. In sum, my money has been stuck with PayPal for several weeks and I am being forced to incur finance charges on a credit card that I wish to pay off from the proceeds from my PayPal account. No company handling consumer funds should operate in this way - that is, to offer no avenue to withdraw the consumer 's money.

Consumer Complaint: Pay Pal Ref : Transaction ID - XXXX Ref : Profile # - XXXX Pay Pal is claiming I received duplicate refunds to my XXXX Visa and I owe them for one. I have told them repeatedly, I only received one, and only after I contacted Visa for not receiving the original. - On XX/XX/XXXX, they processed a refund of XXXX. That was NEVER credited to my credit card account. When I contacted PayPal, they said it was NOT their problem and to contact XXXX Visa. - On XX/XX/XXXX, after contacting XXXX Visa, I received a TEMPORARY credit of XXXX, back-dated to XX/XX/XXXX. - On XXXX XXXX, XXXX Visa resolved the issue and issued a PERMANENT credit of XXXX, NOT a 2nd refund. I have talked to them 3 times, and sent them 3 months of my Visa statements ( 3 times ) which show the original purchase, and one refund - which THEY requested. They have ignored the statements and my explanation, and continue to call and email saying I owe them this money. My view is IF they paid two refunds to Visa, than that is between them and Visa. I only got the one I was owed.

Consumer Complaint: I received a letter from Paypal today stating : We have recently reviewed your PayPal account activity, and determined that you are in violation of PayPal 's Acceptable Use Policy regarding your use of the PayPal products. As a result, your account has been permanently limited, with no further ability to send or receive funds. The PayPal User Agreement states that PayPal reserves the right to limit an account for any violation of the PayPal User Agreement, including the Acceptable Use Policy. -- - I have reviewed the acceptable use policy and I see no obvious violations : You may not use the PayPal service for activities that : 1. violate any law, statute, ordinance or regulation. 2. relate to transactions involving ( a ) narcotics, steroids, certain controlled substances or other products that present a risk to consumer safety, ( b ) drug paraphernalia, ( c ) cigarettes, ( d ) items that encourage, promote, facilitate or instruct others to engage in illegal activity, ( e ) stolen goods including digital and virtual goods, ( f ) the promotion of hate, violence, racial or other forms of intolerance that is discriminatory or the financial exploitation of a crime, ( g ) items that are considered obscene, ( h ) items that infringe or violate any copyright, trademark, right of publicity or privacy or any other proprietary right under the laws of any jurisdiction, ( i ) certain sexually oriented materials or services, ( j ) ammunition, firearms, or certain firearm parts or accessories, or ( k ) certain weapons or knives regulated under applicable law. 3. relate to transactions that ( a ) show the personal information of third parties in violation of applicable law, ( b ) support pyramid or ponzi schemes, matrix programs, other " get rich quick '' schemes or certain multi-level marketing programs, ( c ) are associated with purchases of annuities or lottery contracts, lay-away systems, off-shore banking or transactions to finance or refinance debts funded by a credit card, ( d ) are for the sale of certain items before the seller has control or possession of the item, ( e ) are by payment processors to collect payments on behalf of merchants, ( f ) are associated with the sale of traveler 's checks or money orders, ( g ) involve currency exchanges or check cashing businesses, ( h ) involve certain credit repair, debt settlement services, credit transactions or insurance activities, or ( i ) involve offering or receiving payments for the purpose of bribery or corruption. 4. involve the sales of products or services identified by government agencies to have a high likelihood of being fraudulent. I had provided some receipts, documents and answered Paypal 's questions ~3-4 weeks ago which where approved. I have a number of monthly subscriptions that get paid from Paypal and I have a number of websites pay me via Paypal, so I'm quite disappointed to lose this service. I would like an explanation of which prohibited activity I violated. I am also still interested in having my account restored. I've been a paypal customer for years and I'd hate to see this long term relationship end so suddenly.
