Consumer Complaint: On XX/XX/2021 I made a purchase via Paypal for {$900.00} USD. Since the seller was in XXXX - the amount was converted to {$1000.00} CAD and was transferred to seller after taking out fees. Seller later on XX/XX/2021 decided that he does not want to go through the transaction and returned me the full amount of {$1000.00} CAD and so I was expecting to get the full {$900.00} USD back since there hasnt been significant change in the USD CAD conversion rate. But Paypal used two different rates to first convert USD to CAD when i made payment to seller and a different USD to CAD when the seller refunded, resulting in a refund of only {$860.00} or a loss of {$37.00} for me without having made a transaction. I tried resolving this with paypal multiple times but they are not willing to refund me on this and blame it on exchange rate - the exchange rate for USD CAD has not changed in last month and the difference in the payment and the refund is being pocketed by Paypal.

Consumer Complaint: I purchased a set of headlights from a gentleman in XXXX for {$4800.00} on XX/XX/2020, using my XXXX credit card through Paypal. When the lights arrived, one was damaged. I was unable to receive compensation for the damage from the seller, so I disputed half of the amount with XXXX. I was awarded the disputed half at {$2400.00} ; however, the remaining {$2400.00} ( the full payment balance ) was also pulled from the vendor by Paypal and never returned to either the vendor nor myself. I have contacted XXXX and Paypal at length, and have been told repeatedly by XXXX that only half was disputed the half and they have no control over the other half, and by Paypal that the full amount was pulled from the vendor and returned to XXXX. XXXX needs to work with Paypal to determine where that other half of the money is, because as of right now, 9 months later, neither party has that {$2400.00}

The previous case that was submitted stated they were unable to release funds due to me receiving unemployment in XXXX and XXXX. I have a rental property in XXXX which allowed me to qualify for unemployment in XXXX. Due to COVID-19. I was unable to rent out the rental property on XXXX as before. As far as XXXX, I am a previous resident and ran an event planning business nationwide, with most of my business being in XXXX. I am XXXX XXXX and have only lived in XXXX for a short time with close family due to the situation. My business is still based out of XXXX. I have submitted proof of my XXXX residency by uploading my XXXX ID card. In parenthesis is a link to my XXXX page which also shows proof of my event planning business which is in XXXX. ( XXXX XXXX XXXXXXXX ) I also uploaded a screenshot below of the XXXX property that I rent in Arizona which qualified me for unemployment in XXXX. I have never been a resident of XXXX but in fact a property owner. Both XXXX and XXXX have been reported on my end to know that I am receiving unemployment from both states. I was stuck in the backdate process from XXXX since the beginning of the pandemic and finally was released in early XX/XX/XXXXwhich caused a bunch of payments to come into my PayPal account at such a rapid pace.. The payments from XXXX were paid accurately on dates that were not paid for XXXX. I was eligible to receive payments from both states per the unemployment guidelines as long as I reported each state. I hope this detailed information provided is enough to have my funds released as I have not committed any violation and have provided the necessary information to have them released. I am willing to provide any additional information upon request from my lawyer which I have listed their information below. Consumer Complaint: Hello, My complaint is with Paypal.com. For a long time now I have used them as a payment processor to sell clothes/shoes through a different site called XXXX. XXXX on XX/XX/XXXX I get an email saying " You can no longer use PayPal '' along with the following description " After a review, we decided to permanently limit your account as we found potential risk associated with it. As a result, we can no longer offer PayPal services to you. Any bank or credit card information thats linked to your PayPal account can not be removed nor can it be added to another account. You can still log in and see your account information but you cant send or receive money. If you have funds in your PayPal balance, it will be held for up to 180 days. After that, well email you with information on how to access your funds. '' Additionally when I log into the site I get a similar message but they add in the following " At PayPal, we value a safe community for our customers to do business. We noticed activity in your account thats inconsistent with our User Agreement and we no longer offer you PayPal services. '' I have read the User Agreement and I don't believe I have done anything wrong that would violate this. After talking to support with XXXX XXXX and on the phone they refuse to give more information or a resolution. What I did after that is open a second account to continue selling but that got shortly the same message. After also looking through their community posts it seems like multiple people have had this issue to no avail " https : XXXX ''.
